Guidelines for Inter-District Transfer of Group-C & Group-D Employees (Paramedics)

The Health & Family Welfare Department reiterates the guidelines issued by G.A. Department Resolution No.18380-Gen dated 26.08.1993 for inter-district transfer of regular Class-III and Class-IV employees (including paramedics like Staff Nurse, Pharmacist, MPHW (Male/Female), Lab Technician, Radiographer etc.) working under district cadre posts.

Several proposals received from CDMOs are incomplete and do not meet the required criteria, leading to unnecessary correspondence and delay. All future proposals must strictly comply with the GA Department conditions.

Conditions for Inter-District Transfer (as per G.A. Resolution dated 26.08.1993)

Sl. No. Condition
1 The employee must have completed at least 3 years of service in the present district and must undertake to abide by all conditions and future government orders.
2 A vacancy must exist in the same category/post in the district to which transfer is sought.
3 Upon transfer, the employee shall forfeit past seniority and rank below the juniormost employee in the new district's gradation list (in relation to the year of transfer). Reserved vacancies can only be filled by persons of the same reserved category. Inter-se-seniority among multiple transferees is based on original appointment date.
4 Last pay drawn shall be protected; normal date of annual increment remains unchanged (subject to other rules).
5 Past service shall count for leave, pension, and other pensionary benefits.
6 Mutual transfers are also subject to the above conditions.

Important Instructions:
- While recommending transfer, the name of a **substitute** must be suggested (not from existing employees in the same district). Working arrangements or internal adjustments are not acceptable.
- The accepting CDMO (district to which transfer is sought) must give consent and shall not fill the post until the transfer is decided by Government.
- All proposals must be submitted in the **enclosed format** along with other papers.
- Pending/old cases shall not be reopened; fresh proposals as per guidelines must be submitted.

1. Who can apply for inter-district transfer under this guideline?
