The GA & PG Department has issued revised guidelines for premature retirement of government servants to improve administrative efficiency by retiring officers/employees with doubtful integrity or inefficiency. The policy aims at “weeding out” such personnel in public interest.

These rules apply to employees who have completed 30 years of qualifying service or attained the age of 50 years (Group C & D) or 55 years (Group A & B).

Key Criteria for Premature Retirement

Criteria Description
Integrity Employees whose integrity is considered doubtful will be retired. Assessment includes reputation, suspicious property transactions, and conduct unbecoming of a public servant.
Effectiveness / Inefficiency Ineffective employees may be retired. However, this is generally not applied if service in the preceding five years has been satisfactory or if the employee is within one year of superannuation.

Procedural Framework

  • Review Committees: Separate committees are constituted for different employee groups (Group A through D), usually chaired by high-ranking officials such as the Chief Secretary or Appointing Authority.
  • Frequency of Review: Group A & B officers are reviewed quarterly; Group C & D employees are reviewed twice a year (June and December).
  • Service Records Considered: Entire service record, including ACR/PAR dossiers, personal files, and actual work performance (files handled, reports, etc.).
  • Notice Period: Retired employees must be given three months' notice in writing or three months' pay and allowances in lieu of notice.

- Premature retirement is in the public interest and is **not** a penalty or substitute for disciplinary proceedings.
- No official stigma is attached; service is certified as satisfactory for pension purposes.
