Final Decision on Submission of Annual Property Statement 2024 & Future Years – No Extension, Strict Enforcement

Letter No: 1525 Date: 23-10-2025

⚠️ Important: No further extension will be granted for submission of Annual Property Statement for the year 2024. The HRMS portal will NOT be reopened. Non-submission will make employees ineligible for promotion.

🔴 Key Decisions of the Government

No Extension for 2024No further time extension will be granted for submission of Annual Property Statement for 2024. HRMS portal will remain closed for 2024 submissions.
Impact on PromotionSubmission of Annual Property Statement is a mandatory pre-condition for promotion. Employees who failed to submit 2024 statement are NOT eligible for consideration in any DPC until they become compliant in the subsequent year.
Strict Enforcement from 2025 OnwardsFrom 2025 (to be submitted between 1st Jan – 31st Jan 2026) and all future years, the deadline will be strictly enforced. No relaxation will be allowed.
Responsibility of DepartmentsAll Departments are directed NOT to place cases of non-compliant employees before any Departmental Promotion Committee (DPC).
Personal Responsibility of HoDsIt is the personal responsibility of every Head of Department to ensure 100% compliance within the prescribed timeline every year.
CommunicationThese instructions must be communicated in the strictest terms to every employee under administrative control.

This decision has been taken at the highest level to maintain long-term administrative discipline and transparency in the Government of Odisha.
