Uniform Pay Structuring Model for District Ministerial Cadres

Keeping in view the administrative convenience and in consideration of the demands of different District Ministerial Officers’ Associations, a Uniform Pay Structuring Model for all District Ministerial Cadres existing under different Departments was issued vide Department Resolution No. 8898/Gen., dated 15.03.2024. As per the said Resolution, Administrative Departments are required to restructure the District Ministerial Cadre by way of creation or abolition of posts after obtaining concurrence of the GA&PG Department and the Finance Department, and to frame separate recruitment rules for each District Ministerial Cadre.
It has been observed that most Administrative Departments have not yet finalized the restructuring proposals and notified the revised Cadre Rules. As a result, eligible District Ministerial Cadre employees are deprived of the benefits of the Uniform Pay Structure.
In order to implement the directions of the Hon’ble High Court and to extend the benefits of the Uniform Pay Structuring Model, the Government has decided that Administrative Departments which have not framed new Cadre Rules may consider promotion of District Ministerial Cadre employees as per the existing District Ministerial Cadre Rules, 2019, subject to recommendation of the Departmental Promotion Committee (DPC), as an interim measure.
