Leave Travel Concession (LTC) - Odisha Govt Employees
1. Introduction & Overview
Leave Travel Concession (LTC) is a concessional travel facility provided by the Government to its employees to visit any place within India during their leave period. The objective of this scheme is to promote tourism and ensure employees can take a break with their families, thereby improving morale and work-life balance.
The Odisha Government introduced the LTC facility in 1994, allowing employees and their family members to visit any place of interest within India. All eligible family members, including the employee, can draw Travelling Allowance (TA) for the journey. Initially, LTC could be availed once during service. However, from 1999 onwards, the provision was revised — employees can now avail LTC once in 10 years, subject to a maximum of three times during their entire service period.
2. Eligibility & Conditions
Who can apply: Any Government servant serving under the State Government of Odisha is eligible to apply for LTC.
Frequency: Once in ten years, subject to a maximum of three times during the service period. There must be a gap of at least 10 years between two consecutive LTCs availed by an employee.
Restrictions:
- Only dependent family members are permitted to travel along with the employee. However, a son or daughter who has attained the age of 25 years or more shall not be treated as a dependent member for the purpose of LTC.
- If both husband and wife are Government employees, only one of them can avail the Leave Travel Concession (LTC) at a time.
- LTC reimburses only the travel allowance on a point-to-point basis. Expenditure on local journeys, accommodation, meals, or visits to places other than the declared destination shall not be reimbursed.
- If the employee requires an advance amount for the proposed journey, up to 90% of the estimated expenditure may be sanctioned in his or her favour, provided that the employee intimates the Head of Office regarding the tour proposal at least 45 days in advance.
- Not more than 10% of staff are allowed to avail the benefit at a time.
- The benefit will not be applicable during the period of suspension
