To mitigate increasing workload, multiple activities, and expanding assignments, the Government has restructured the Odisha Administrative Service (OAS) cadre (Group A Senior Branch and above) to create additional posts and evolve an optimal pyramidal structure while addressing promotional aspirations.
The total cadre strength of OAS is now increased to 2123 posts (from existing 1903).

Key Features of Restructuring
- Interchangeability of Posting: Allowed between OAS (SS) ↔ OAS (SAG), OAS (SAG) ↔ OAS (S), OAS (S) ↔ OAS Gr.A (SB), and OAS Gr.A (SB) ↔ OAS Gr.A (JB), subject to maintaining seniority of reporting officer. This provides flexibility for posting experienced officers in key field and secretariat positions.
- Use of Cadre Posts: Posts identified in the OAS cadre schedule can be utilized for posting officers from other cadres in exigency of public service.
- Minimum Residency Period for Promotion: Conditions for minimum residency period in different grades will be considered by a High-Level Committee through amendment to OAS (Method of Recruitment and Conditions of Service) Rules, 2011.
