In continuation of instructions for enforcement of valid PUCC and in furtherance of Rule 115(2) of Central Motor Vehicles Rules, 1989, the State Government has decided to operationalise a standardised, secure, self-adhesive PUCC validity sticker system for all eligible vehicles.
Background
The decision was finalised in a meeting on 22-12-2025 with representatives of Oil Marketing Companies and Fuel Station Associations.
Cut-off Date
10-01-2026 is the cut-off date for implementation.
- Vehicles tested up to 09-01-2026 (PUCC in Form 59) shall obtain sticker from concerned RTO.
- Vehicles tested on or after 10-01-2026 shall obtain sticker from authorised PUC testing centre.
Vehicles Covered
All Internal Combustion Engine (ICE) vehicles.
Issuance of Sticker by RTOs (For PUCC up to 09-01-2026)
- Each RTO to open dedicated counter.
- Print stickers from ORSS fund or seek additional funds.
- Verifications: PUCC details from VAHAN, authorised centre confirmation, vehicle particulars with RC.
- Documents required: Original/digital PUCC (Form 59), RC copy, ID proof (Aadhaar/PAN/other).
- For authorised person: Authorisation letter, self-attested Aadhaar copies of owner and authorised person.
- Maintain register with: Vehicle Registration Number, Date of issuance, Name of vehicle owner, Signature of owner/authorised person.
- Sticker affixed on windscreen by RTO staff.
Issuance of Sticker by PUC Centres (On or after 10-01-2026)
- Print and issue sticker along with Form 59.
- Affix on windscreen by centre staff.
Design and Security Features
As per Annexure-1, with security features to prevent duplication.
Enforcement
From cut-off date, check for valid sticker presence.
Awareness
Display banners/posters at RTOs and PUC centres.
