Online Submission of Transfer Applications Mandatory

The Health & Family Welfare Department has decided to operationalize a dedicated online Transfer Portal under the e-Governance initiative to ensure transparency, uniformity and administrative efficiency in transfer-related matters.
Henceforth, all transfer applications of officers and employees
under Health & Family Welfare Department shall be submitted
only through the designated Transfer Portal.
Key Instructions
- No manual, physical or offline transfer requests will be entertained
- Only online applications through the Transfer Portal are valid
- Exception allowed only in cases of administrative exigency
- Updation of HRMS details is mandatory before applying
- Applications without updated HRMS data will be rejected
Transfer Application Window
📅 The Transfer Portal will remain open from
15 January to 14 February.
Applications submitted after this period will not be entertained.

Employee Login Process
- Registered Mobile Number in HRMS
- Any one of the following:
- HRMS ID
- GPF Number
- PRAN Number
If HRMS data is correct, employee details will be shown as “Validated”.
❌ Error Message:
“Employee Cadre / Mobile No / HRMS ID / GPF No / PRAN No Mismatched”
Step-by-Step Procedure to Apply for Transfer
- Login to the Transfer Portal using HRMS credentials
- Update category details (if required)
- Select transfer locations for up to three districts (at least one district and one office mandatory)
- Select transfer ground, reason and duty period
- Upload supporting documents (PDF) if required
- Accept declaration and disclaimer
- Submit the application
Acknowledgement & Modification
- Successful submission message will be displayed
- Application can be modified using the “Modify” option
- Same entry page will open for corrections
Withdrawal / Deletion of Application
- Employees may withdraw application using “Withdraw” option
- Withdrawn applications will not be considered
- If cadre changes, employee may delete and submit a fresh application
Additional Instructions
- Mutual transfer requires mentioning HRMS ID of other employee
- Inter-district transfer of Group C & D employees must follow GA & PG circular formats
- CMGI will issue advisory and flowchart for guidance
- District-wise CMGI Coordinators will provide technical support
