The Government of Odisha has issued Resolution No. 799 dated 07.01.2026 modifying certain operational guidelines of the “Bikashita Gaon Bikashita Odisha” scheme with the objective of strengthening participatory planning, transparency, and accountability at the district level.
Key Modifications to Bikashita Gaon Bikashita Odisha Scheme
1. Selection of Projects (Amendment to Para-7)
- Projects shall be selected through a participatory process involving Gram Sabhas.
- The Gram Sabha shall prepare a need-based project list based on annual financial allotment.
- The Block Nodal Officer attending the Gram Sabha shall forward the project list immediately to the Collector.
- The Collector shall invite additional proposals from PRI members, elected representatives and civil society.
- Notices shall be published at Collectorate, Zilla Parishad, Block, GP levels and District Web Portal.
- Such proposals must be submitted within 07 days of notice publication.
2. Approving Authority (Amendment to Para-8)
A District Level Committee shall be constituted under the chairmanship of the Collector-cum-Chief Executive Officer, Zilla Parishad.
- Member-Convener: Chief Development Officer-cum-Executive Officer, Zilla Parishad
- Members: ADM (General), SE/EE Rural Development Department, APD (Technical), Zilla Parishad
The Committee shall scrutinize projects based on admissibility, feasibility, local priority and financial allocation. Final approval shall be accorded by the District Collector. Administrative approval and technical sanctions shall follow the Panchayat Samiti Accounting Procedure Rules, 2002.
3. Defect Liability Period (New Para-11A)
- Applicable to projects costing more than ₹10.00 lakh.
- A Defect Liability Period (DLP) of 03 years shall apply from completion and handover.
- The executant shall rectify defects related to workmanship, materials or design at their own cost.
- No additional financial liability shall be borne by the implementing authority.
