Odisha Health & Family Welfare Department Grievance Redressal Circular 2025 – New Guidelines for Officers and Employees

The circular No. HFW-COOD-PG-0001-2023 26121 dated September 8, 2025, introduces strict guidelines to streamline grievance redressal for officers and employees while ensuring uninterrupted public health services across Odisha. It emphasizes digital submissions and restricts in-person visits to headquarters.

🔑 Key Provisions of Odisha Health Grievance Circular 2025

Restricted In-Person VisitsOfficers/employees must obtain prior permission + leave sanction from competent authority and submit a Headquarters Leaving Permission Letter before visiting the department.
Hierarchical RedressalGrievances must first be addressed at lower levels (District/CDM&PHO Offices, Medical Colleges, PSUs, etc.). Direct approach to department without exhausting hierarchy is prohibited.
Visit FrequencyAllowed once per quarter only. Urgent matters permitted on Mondays only with explicit permission.
Digital Submission (Preferred)Email grievances to mondaygrievancehfw@gmail.com by 1:00 PM on the preceding Friday. Max 25 grievances heard via Virtual Conference (VC) on next Monday (first-come-first-served).
Grievance TemplateUse the official template (enclosed in circular & available on department website). Template includes fields in Odia for name, designation, grievance details, etc.
ApplicabilityApplies to all under NHM Odisha, OSMCL, State Health Assurance Society, Food Safety Commissionerate, Medical Colleges, Hospitals, Ayurvedic/Homeopathic/Nursing Colleges, etc.
Enforcement DutyAll Heads of Offices (Superintendents, CDM&PHOs, etc.) directed to ensure strict compliance.

This circular aims to reduce disruptions in healthcare delivery caused by frequent unscheduled visits. By promoting email + VC hearings, it ensures faster, transparent, and efficient grievance resolution for doctors, paramedics, and staff across Odisha.
