Government employees of Odisha must submit their annual property statement/return (movable & immovable) online through the HRMS Odisha portal. Step-by-Step Submission Process
ACCESS HRMS ODISHA PORTAL
Open your web browser and go to https://hrmsodisha.gov.in/. Log in with your assigned HRMS User-ID and Password. If you don't have login credentials, you can also login through your registered mobile number through OTP.
GO TO PROPERTY STATEMENT SECTION
After logging in, locate the "Property Statement" option in the right side of the HRMS dashboard. Click it to open the submission interface.
ADD NEW TO CREATE PROPERTY RETURN FOR THE PREVIOUS YEAR
After clicking property statement you will now see the dashboard like above, click "Add New" so that a property record for the previous calender year will be created for you. For Example, in the above example property statement has been submitted upto 2024. So you have to click Add new if you want to submit the property statement for the year 2025
ADD YEAR AND OTHER DETAILS
Now you will see such a pop up box. Choose the Year for which you will be submitting property details and your pay scales , Basic Pay, Grade pay. You have to select the from and to dates which is generally the 1st Jan and 31st December of the previous year for which you are submiting property returns.Exa- If you are submitting property returns in the year 2026 January for the calender year 2025, the dates will be From-01.01.2025 and To-31.12.2025 . If you have submitted property statement in the previous years, you can choose the year(Usually the previous year since it is the most updated one) from which you want to copy your previously submitted property details so that it will appear in your current year submission. This will help you to just add / delete property and will save your time.
ADD OR EDIT PROPERTY ENTRIES
You will see a window like this if not copied from previous year. It has 2 section, one is for Immovable property and another one for movable property. You can click + New Property to add your property details in the relevant section. If you have copied your previous year properties,then you can easily edit them by clicking individual property item. If you sold any property in the previous calender year you can delete it thorugh Remove Property also by mentioning the reason.

Submit the Property Statement
Once all movable and immovable property data is entered and verified, click the "Submit" button to finalize your property return.Remember once you submit the property statement you can not edit it any more. Confirm by clicking "OK" when prompted.
Verify Submission Status
After submission, the list will show the status as Submitted against the relevant year. You can verify that submission is successful.You can download a copy of your property statement again clicking on the property statement button available in the HRMS dash board and then by selecting the particular year and then clicking the download button.
Important Notes
- Property statements must include both movable and immovable assets.
- Annual submission deadlines are typically set by the General Administration & Public Grievances Department (Presently in the month of January of every year).
- Submission is mandatory for promotion consideration.
- If you fail to submit by the deadline, you will be marked not suitable for promotion.
