As per Rule-14 of the Odisha Revised Scale of Pay (ORSP) Rules, 2008, the Assured Career Progression (ACP) Scheme was initially introduced to provide financial upgradations to State Government employees who had completed 15, 25, and 30 years of service without promotion. This was later revised to the Revised Assured Career Progression (RACP) Scheme, effective from 01.01.2013, offering three financial upgradations at 10, 20, and 30 years of service in a single cadre. The scheme has been further modified under Rule-19 of the ORSP Rules to accommodate cadre-specific promotional hierarchies and ensure proper pay fixation. These provisions are crucial for understanding eligibility and entitlements under the RACP framework.
