After careful consideration, the Government has amended **Para-3.5.19 (a) & (b)** of the Odisha Public Works Department Code, Volume-I.
The amendment expands the acceptable forms of **security** for due fulfilment of contracts, Earnest Money Deposit (EMD), Initial Security Deposit (ISD), and other security deposits.
Revised Provision (Para-3.5.19 as amended)
Security for the due fulfilment of a contract should invariably be taken. The security may be taken in shape of:
- NSC (National Savings Certificate)
- Post Office Savings Bank Account
- Post Office Time Deposit Account
- Kisan Vikas Patra (KVP)
- Bank Guarantee in favour of the Divisional Officer from any Nationalized / Scheduled Bank in India counter-guaranteed by its local Branch at Bhubaneswar
- e-Bank Guarantee executed on the National e-Governance Services Limited (**NeSL**) Digital Document Execution Portal
- Insurance Surety Bond issued by an Insurance Company authorized by the Insurance Regulatory and Development Authority of India (**IRDAI**)
Such instruments shall be accepted towards Earnest Money Deposit (EMD), Initial Security Deposit / any other security deposit from the contractor or supplier.
Important Notes:
- This amendment is effective from **12 March 2026**.
- All ongoing and future tenders/contracts under OPWD Code must follow the revised list of acceptable security forms.
- e-Bank Guarantee via **NeSL portal** and **IRDAI-approved Insurance Surety Bond** are now explicitly recognized.
- Departments/DDOs must update tender documents and instructions accordingly.
