Method of Recruitment

  • Junior Assistant (Direct): 80% of sanctioned strength filled through competitive examination conducted by the Odisha Sub-ordinate Staff Selection Commission (OSSC) once a year.
  • Junior Assistant (Promotion): 20% of sanctioned strength filled by promotion from Group-D employees of District Offices on recommendation of the Departmental Promotion Committee.
  • Senior Assistant: By promotion from amongst Junior Assistants.
  • Assistant Section Officer: By promotion from amongst Senior Assistants.
  • Section Officer: By promotion from amongst Assistant Section Officers (with OSSC concurrence).

Eligibility Criteria for Direct Recruitment

  • Citizenship: Must be a citizen of India.
  • Age Limit: Minimum 21 years and maximum 42 years as on 1st January of the year of recruitment. Upper age relaxation for reserved categories as per rules.
  • Odia Language: Must be able to read, write and speak Odia and have passed Middle School with Odia, or Matriculation with Odia as medium, or Class VII Odia test, etc.
  • Marital Status: Must not have more than one spouse living (exemptions apply as per personal law).
  • Health: Must be of good mental condition and bodily health, free from any physical defect.
  • Educational Qualification: Minimum +3 in Arts/Science/Commerce or equivalent with knowledge of Computer skill.

Eligibility Criteria for Promotion

  • Group-D to Junior Assistant: Minimum 10 years of continuous service as on 1st January + Matriculation or equivalent + Computer skill. Must give written willingness.
  • Junior Assistant to Senior Assistant: Minimum 6 years of continuous service as on 1st January + Passed Preliminary Accounts Examination.
  • Senior Assistant to ASO: Minimum 4 years of continuous service as on 1st January + Passed Final Accounts Examination.
  • ASO to Section Officer: Minimum 4 years of continuous service as on 1st January.

Departmental Promotion Committee

  • Chairman: Appointing Authority (Director of Industries, Odisha)
  • Member: Additional or Joint Director of Industries
  • Member: District Welfare Officer
  • Member Convenor: Establishment Officer or Section Officer (in-charge of concerned Establishment Section)
  • Meeting Frequency: At least once a year, preferably in November of the preceding year.

  • Effective Date: Rules come into force on the date of publication in the Odisha Gazette.
  • Direct Recruitment: 80% of Junior Assistant posts via OSSC competitive exam held once a year.
  • Promotion Quota: 20% of Junior Assistant posts from Group-D employees.
  • Age Limit: 21 to 42 years as on 1st January of the recruitment year.
  • Educational Qualification: +3 in Arts/Science/Commerce with computer skill.
  • Odia Language: Mandatory to read, write and speak Odia.
  • Transfer Policy: Junior Assistants cannot be transferred outside the District Office except for administrative exigency or public interest.
  • Transfer on Request: Allowed after 3 years of continuous service, subject to vacancy and forfeiture of past seniority.
  • Probation: 2 years for direct recruitment, 1 year for promotion.
  • Departmental Exams: Junior Assistant must pass Preliminary Accounts Exam; Senior Assistant must pass Final Accounts Exam (conducted by Board of Revenue).
  • OSSC Concurrence: Required for Section Officer promotions.
  • Reservation: SC, ST, SEBC, Women, Sportsmen, Ex-Servicemen, PwD as per applicable rules.

Voluntary transfers are subject to conditions like 3 years of service and forfeiture of past seniority.

The probation period is 2 years for direct recruitment and 1 year for promotion, counted from the date of joining the post.
