Key Details of the Office Memorandum

  • Subject: Revision of monthly consolidated remuneration on engagement of the retired Government servant.
  • Supersession: This OM supersedes Finance Department Office Memorandum No. 24533/F dated 29.09.2022.
  • Reference: FD OM No. 24533/F dated 29.09.2022 and FD OM No. 29085/F dated 21.10.2024.
  • New Structure: The consolidated remuneration is fixed as per the prescribed structure attached to the Level in the Pay Matrix under ORSP Rules, 2017 (5 pay-level bands: ₹15,000 to ₹55,000).
  • Pension Exclusion: The remuneration shall exclude pension and T.I.
  • Deleted Provision: Para 3 has been deleted vide FD OM No. 29085/F dated 21.10.2024.
  • Exceptional Cases: In exceptional circumstances, remuneration will be fixed by adopting the methodology of "pay minus pension". No allowances such as DA, HRA, etc., shall be applicable.
  • Specialised Engagement: For expertise of a specialised nature for a particular purpose and specific tenure, remuneration can be fixed at a different rate after obtaining concurrence of the Finance Department with approval of Government at the level of Hon'ble Chief Minister.
  • Non-Applicability: This OM is not applicable to engagement of retired Government servants in any Constitutional/Statutory posts or to any Commissions/Boards. It is also not applicable to Allopathic Doctors and Teachers of Medical Colleges engaged after retirement.
  • Government's Right: Government reserves the right to effect any deviation, required, if any, in public interest.
  • Uniform Implementation: The revision will be uniformly implemented for all existing contracts as well as new contracts.
  • Effective Date: The revision shall come into force with effect from 01.10.2026.

  • Highest Rate: Level 17 gets ₹55,000 per month.
  • Lowest Rate: Levels 1–4 get ₹15,000 per month.

  • Pay Minus Pension: In exceptional circumstances, remuneration is fixed as "pay minus pension."
  • Special Approval: Specialised engagements require CM-level approval and Finance Department concurrence.
  • Not for Constitutional Posts: This OM does not apply to Constitutional/Statutory posts, Commissions, or Boards.
  • Not for Doctors & Teachers: Allopathic Doctors and Medical College Teachers engaged post-retirement are excluded.

In exceptional circumstances where the Government engages suitable retired Government servants, the remuneration will be fixed by adopting the methodology of "pay minus pension". This means the remuneration equals the pay of the post minus the pension being drawn.
What about specialised engagements requiring specific expertise?
For expertise of a specialised nature for a particular purpose and specific tenure, the consolidated remuneration can be fixed at a different rate after obtaining concurrence of the Finance Department with approval of Government at the level of Hon'ble Chief Minister.
To whom is this OM NOT applicable?
This OM is not applicable to: (a) Engagement of retired Government servants in any Constitutional/Statutory posts or to any Commissions/Boards; and (b) Allopathic Doctors and Teachers of Medical Colleges engaged after retirement.
Will the revision apply to existing contracts?
Yes. The revision will be uniformly implemented for all existing contracts as well as new contracts.
