Conditions for Hiring ICE Vehicles

Condition 1: Failed EV Tender
The office must have floated an open tender for hiring EVs in which no responsive bids were received.
Condition 2: Documentary Evidence
Proposal must be submitted through proper channels with documentary evidence of failed EV tender.
Condition 3: Substitution of Scrapped Vehicle
If hiring is strictly in substitution of a condemned or scrapped vehicle, Administrative Department can accord relaxation.
Condition 4: New Offices / Posts
For new offices or newly sanctioned posts without scrapping, a detailed proposal with justification to Finance Dept is required for prior concurrence.
Condition 5: Adhere to OM 15836/F
Provisions of Finance Department OM No. 15836/F dated 27.05.2025 must be strictly adhered to.

OREDA Withdrawal – Key Changes

  • Individual Offices to Hire: Individual offices shall now undertake the hiring process at their own level through open tenders, with prior approval of the competent authority.
  • No Routing Through OREDA: Vehicle hiring shall no longer be routed through OREDA (Odisha Renewable Energy Development Agency).
  • Existing Contracts Continue: Vehicles presently deployed by OREDA in various offices shall continue only until the expiry of their respective contract periods.
  • Complete Withdrawal: Upon expiry of existing contracts, OREDA shall completely withdraw from the hiring/provisioning of EVs for other departments/organisations.
  • Effective Immediately: This order shall take effect immediately from the date of issue (12.10.2026).
