S&ME Notification No. 13453 is the official policy framework issued by the Government of Odisha's Department of School & Mass Education on 14th May 2025. This notification establishes comprehensive guidelines for the transfer and rationalization of elementary school teachers across the state.
Who Does This Notification Apply To?
The guidelines of Notification 13453 are applicable to the following categories of teaching staff in Government Elementary Schools across Odisha:

2. PTR Norms & Rationalization Schema Under RTE Act
π What is PTR (Pupil-Teacher Ratio)?
The Pupil-Teacher Ratio (PTR) is a key metric mandated under the Right to Education (RTE) Act 2009 to ensure adequate teaching staff in schools. Notification 13453 makes teacher rationalization mandatory based on these norms.

✅ Critical Rationalization Mandates
- No Single-Teacher Schools: Every school must have at least 2 teachers
- UP Schools: Must have at least 1 Graduate Science Teacher AND 1 Graduate Arts Teacher
- Subject Teachers: At least one teacher per class for Science/Math, Social Studies, and Languages in Upper Primary

How Rationalization Works: Surplus to Deficit Movement
π΄ Surplus Schools
Schools with more teachers than required as per PTR norms.
Example: A primary school with 80 students (requires 3 teachers) has 5 teachers posted = 2 surplus teachers.

Schools with fewer teachers than required as per PTR norms.
Example: An upper primary school with 150 students requires 4 GT + 1 HM but only has 2 GTs = 2 deficit teachers.
⚖️ Rationalization Priority Order
When identifying surplus teachers for transfer from a school:
- Station Seniority: Teacher with the longest continuous stay at that school is transferred first
- 6-Year Rule: Teachers who have completed 6 years at one school become eligible for rationalization transfer
- 10-Year Mandate: Teachers who have completed 10 years at one school MUST be transferred
3. Inter-District Transfer: Complete Eligibility Criteria & Process
π¨ Fundamental Rule: Elementary Teachers are District Cadre
All elementary headmasters and teachers belong to district cadre and therefore cannot be transferred to another district under normal circumstances. Inter-district transfer is permitted ONLY on the specific grounds listed in Notification 13453.
Who Can Apply for Inter-District Transfer?
Under S&ME Notification 13453, inter-district transfer is allowed on the following 5 exclusive grounds:
1️⃣ Mutual Transfer
Exchange of posting between two teachers of the same category from different districts.
Requirement: Both must be same level (Level-V against Level-V, etc.)
2️⃣ Terminal Illness
Teacher/spouse/minor child suffering from one of 8 recognized terminal diseases.
Requirement: State Medical Board certification mandatory
3️⃣ 80%+ Disability
Teacher/spouse/children with 80% or above disability requiring home-based care.
Requirement: District Medical Board certification
4️⃣ KBK/TSP Spouse Ground
If both husband-wife are teachers in different districts and one is in KBK/KBK+/TSP area.
Rule: Transfer will be TO the KBK/KBK+/TSP district only
5️⃣ Superannuation
Teacher with less than 5 years remaining for retirement as on 15th January.
Eligibility: Subject to vacancy availability
Special Rules for Junior Teachers (Schematic) & Gana Sikhyaks
π Restricted Inter-District Movement
Junior Teachers (Schematic), Junior Teachers, Assistant Teachers (Ex-cadre), and Gana Sikhyaks are generally NOT considered for inter-district transfer EXCEPT on the following grounds:
- ✅ Mutual Transfer (with same category, same qualification)
- ✅ Terminal Illness (self/spouse/minor child)
- ✅ 80%+ Disability requiring home-based care
- ✅ KBK/KBK+/TSP spouse ground
Additional Requirement: Must have completed at least 1 year of engagement to be eligible for mutual transfer.
Critical Conditions for Inter-District Transfer
⚠️ Loss of Seniority
In case of transfer to another district on personal grounds, the teacher will:
- ❌ Lose seniority in the new district
- ❌ Be placed as junior-most in their cadre on the date of joining
- ❌ Name placed at the bottom of gradation list
Undertaking Required: Teacher must submit written undertaking accepting these conditions. This will be recorded in transfer order and service book.

Inter-district transfer can be availed only ONCE in entire service period.
- Teachers who have already availed inter-district transfer earlier will NOT be considered again
- DEO is responsible for verifying this through service book before validating applications
Inter-District Transfer Process Flow (Step-by-Step)
- Application Submission (15th-30th April): Teachers apply online on the official portal, choosing vacancies in order of preference. District-wise, block-wise, school-wise vacancies are displayed on the website.
- BEO Validation (By 10th May): Block Education Officer validates all applications and forwards to District Education Officer (DEO).
- DEO Validation & Upload (By 20th May): DEO validates applications, verifies service records, and uploads to the state portal.
- Computer-Based Scrutiny: Applications are scrutinized through computer program. Ineligible cases are rejected. Eligible cases are listed by priority.
- State Level Transfer Committee Review (By 25th May): Draft eligible list and rejection list placed before State Level Transfer Committee for verification and approval.
- Publication (31st May): Approved transfer list published on OSEPA website.
- Transfer Orders (5th June): Director, Elementary Education issues formal transfer orders.
- Posting Allotment: Concerned Collector allots place of posting. Only after this, DEO/DPC relieves the teacher.
- Joining (15th June): Teachers must join their new posting by the deadline.
Priority Ranking for Inter-District Transfer
When multiple teachers apply for the same vacancy, the following priority order is used:

4. Intra-District Transfer: Guidelines & Procedures
Intra-district transfer refers to teacher movement within the same district from one block/school to another. This is governed by the District Level Transfer Committee (DLTC).

Key Principles for Intra-District Transfer
- ✅ 6-Year Rule: Transfer on personal representation not normally considered if teacher has not completed 6 years in a school (except administrative, mutual, terminal illness)
- ✅ Mutual Transfer Streams: Must be between same streams (Graduate Science with Graduate Science, +2 Arts with +2 Arts, etc.)
- ✅ CRCC Status: CRCC can apply as teacher/headmaster. CRCC not counted as in-position teacher for surplus/deficit calculation
- ✅ No TA/DA: Transfer on personal representation does not attract TA/DA

Rationalization Transfer Process (Intra-District)
- Surplus/Deficit List Generation (15th April): OSEPA supplies computer-generated surplus and deficit teacher list to each district.
- DLTC Constitution (20th April): District administration constitutes DLTC and communicates to all members.
- Committee Meeting (15th May): DLTC sits and finalizes rationalization list based on PTR norms and surplus/deficit positions.
- Communication (20th May): DLTC decisions communicated to all concerned teachers and BEOs.
- Transfer Orders (31st May): DEO issues inter-block transfer orders; BEO issues intra-block transfer orders.
- Submission to Directorate (10th June): Final list submitted to Directorate and MIS OSEPA.
- Implementation (10th June): Teachers join their new schools.
⚠️ Important Rationalization Rules
- ❌ During rationalization, if one teacher is transferred as surplus from a school, NO other teacher should be posted to fill that vacancy
- ❌ Surplus teachers of a Block/Municipality/NAC shall NOT be adjusted within the same Block/Municipality/NAC against schools having adequate teachers
- ❌ If teachers are still surplus after intra-block adjustment, they must be transferred to other blocks with deficit
- ✅ Single-teacher schools get priority posting
- ✅ Teacher with less than 2 years to superannuation may not be transferred
5. Mutual Transfer: Detailed Rules & Matching Criteria
π What is Mutual Transfer?
Mutual transfer is an arrangement where two teachers from different locations (districts or blocks) exchange their postings with each other. This is the ONLY transfer ground that does not require medical certification or special circumstances.

After joining on inter-district transfer:
- Position will remain at bottom of gradation list of the recruitment year
- Position determined in the district to which transferred
- For Gana Sikhyak: Becomes junior-most among ALL Gana Sikhyaks in new district

6. Transfer on Medical Grounds: 8 Terminal Illnesses & Certification Process
π₯ Medical Ground Transfers Follow H&FW Notification 10217/2016
Transfer cases on terminal illness are determined based on Notification No. 10217/H&FW dated 17.05.2016 issued by the Health & Family Welfare Department, Government of Odisha.

1. π️ Cancer
Includes: All types of malignant tumors, Leukemia, Lymphomas, Hodgkin's disease
Excludes: Non-invasive carcinoma, early malignant changes, skin cancers (except malignant melanoma)
2. π§ Paralytic Stroke
Includes: Cerebral hemorrhage, thrombosis, embolism causing permanent disability of 2+ limbs persisting for 3+ months
Excludes: Transient ischemic attacks, head injury strokes, tumor-related strokes
3. π« Renal Failure
Definition: Final stage chronic irreversible failure of both kidneys requiring regular hemodialysis
Evidence Required: Doctor certification of undergoing regular dialysis + laboratory reports
4. ❤️ Coronary Artery Disease
Type A: Open heart surgery (valve replacement/coronary artery correction) - eligible for 3 years from surgery date
Type B: Angioplasty - eligible for 1 year from procedure date
5. π©Έ Thalassaemia
Thalassaemia Major: Blood transfusion required at less than 3-month intervals + chelation therapy
Excludes: Thalassaemia minor (mild anemia not requiring regular transfusion)
6. 𧬠Parkinson's Disease
Symptoms: Tremor, rigidity, slowness, balance disturbance
Requirement: Must be confirmed by neurologist; progressive disease with detailed medical records
Excludes: Patients stable with medicine; detection within 5 years
7. 𦴠Motor-Neuron Disease
Symptoms: Progressive weakness, wasting, twitching in limbs; difficulty speaking and swallowing
Requirement: Neurologist confirmation + EMG and Nerve Conduction Test
8. π§ 50%+ Mental Disability
Definition: Any other disease with more than 50% mental disability
Certification: Regional Medical Board recommendation within 3 months
Who Can Claim Medical Ground Transfer?
Terminal illness transfer is available when the patient is:
- ✅ Self: The teacher themselves
- ✅ Spouse: Husband or wife of the teacher
- ✅ Minor Child: Dependent child below 18 years of age
Medical Certification Process
- Initial Diagnosis: Disease diagnosed by treating physician with complete medical records.
- Referral to State Medical Board: Teacher must approach one of the State Medical Boards located at:
- Cuttack
- Berhampur
- Sambalpur
- Board Examination: State Medical Board examines the patient, reviews medical records, and issues certification if criteria are met.
- Disease Selection in Portal: While applying online, teacher must specify the exact disease from the dropdown box (one of the 8 recognized diseases).
- Document Upload: State Medical Board certificate uploaded with application.
- Priority Processing: Terminal illness cases get high priority in transfer processing.
⚠️ Vacancy-Dependent Transfer
Even for terminal illness cases, transfer will be allowed subject to availability of vacancy in the desired district/block. Vacancy is determined based on need/requirement in schools as per PTR norms.

When CAN Teachers NOT Be Transferred?

An authority competent to transfer can transfer teachers only within 16th April to 15th June (or as per notified calendar).
During the rest of the year:
- Teachers can be transferred ONLY by order of next higher authority
