Background & Purpose

  • Vision: In pursuance of the Government's vision to transform Odisha into a 'Samruddha Odisha' (USD 500 Billion economy) by 2036 and a 'Vikshit Odisha' (USD 1.5 Trillion economy) by 2047.
  • Objective: To strengthen evidence-based policymaking, enhance fiscal prudence, and provide strategic guidance on the State's long-term economic development.
  • Constitution: The Government is pleased to constitute the Chief Minister's Economic Advisory Council (CM-EAC) with immediate effect.
  • Role: The Council shall function as an independent advisory body to provide forward-looking, data-driven and evidence-based policy advice to the Chief Minister on matters relating to economic growth, public finance, investment, employment, technological transformation and sustainable development.

Tenure: The Expert Members shall hold office for a period of two years from the date of issue of this Notification or until further orders, whichever is earlier.

Terms of Reference

  • Macroeconomic Developments: Advise the Government on issues related to global, national and state-level macroeconomic developments and assess their implications for Odisha's economy.
  • Policy Reforms in Emerging Areas: Recommend policy reforms and innovative approaches in emerging areas such as artificial intelligence, digital economy, green energy transition, blue economy, climate resilience, and technology-driven governance.
  • Sustainable & Inclusive Growth: Recommend policy measures to accelerate sustainable and inclusive economic growth, industrialization, investment promotion, employment generation, and enhancement of the State's competitiveness.
  • Vision 2036 & Vision 2047: Suggest strategies for achieving the State's Vision 2036 and Vision 2047, including expansion of the non-farm economy, MSME development, industrial clustering, skill development and human capital enhancement.
  • Other Functions: Perform such other functions as may be assigned by the Chief Minister from time to time.

Secretariat & Honorarium

  • Meetings: The Council shall ordinarily meet at least once every six months.
  • Secretariat: The Finance Department shall function as the Secretariat to the Council and provide all necessary administrative, technical and logistical support for its effective functioning.
  • Special Invitees: The Council may invite domain experts, representatives of Government Departments, academic institutions, industry bodies or other organizations as Special Invitees for deliberations on specific agenda items.
  • Honorarium: The Expert Members will serve in an honorary capacity unless otherwise decided by the Government. They shall be entitled to such travelling allowance, sitting fee and other facilities as may be prescribed separately by the Government.
  • Interpretation: In case of any doubt relating to the interpretation or implementation of this Notification, the decision of the Government in Finance Department shall be final.
  • Commencement: This Notification shall come into force with immediate effect.
