The Governor has been pleased to substitute Item No. 14 of Appendix I of the Orissa Service Code. This circular defines the extent of powers delegated to various authorities for granting leave.

Key Provisions:

• Heads of Departments: May grant leave up to 30 days to Class-I Officers and up to 60 days to Class-II Officers (if no substitute is required).
• Collectors: May grant leave up to 30 days to Class-II Officers and full powers for Class III Gazetted Officers under their administrative control.
• Exclusions: Powers to grant special disability leave, study leave, and medical leave for final invalidity are excluded from this delegation.
