To: The Vice-Chancellor, All State Public Universities under Higher Education Department.

Subject: Irregular Appointments / Engagements in Universities and Consideration of Claims for Regularisation.

⚠️ Key Directives & Clarifications

  • Illegality of Irregular Appointments: Appointments made against sanctioned or non-sanctioned posts without prior approval of the Higher Education Department are illegal and lack legal validity under Section 22 of the Orissa Universities Act, 1989.
  • Rejection of Regularisation Claims: Any claim for regularisation of services of personnel engaged without prior approval will not be considered by the Government.
  • Financial Liability on University: Any financial liability arising out of such irregular engagements shall be borne exclusively by the concerned University from its own resources.
  • Accountability: Responsibility for such irregular appointments will be fixed. Disciplinary action will be initiated against erring officials/authorities who authorized these actions.
  • No "Back-Door Entry": The Govt rejects attempts to secure regularisation outside of competitive recruitment drives, as this undermines the integrity of public employment and disadvantages meritorious candidates.

Advisory: All Universities are advised to strictly adhere to statutory procedures and ensure no appointment is made without obtaining prior approval of the Government to avoid legal and financial implications.
