Key Provisions of the Letter
- Landmark Initiative: Government of Odisha, in a landmark welfare initiative approved by the State Cabinet, have decided to provide free education to students taking admission from KG to PG in eligible educational institutions of the State.
- Admission Fee Waiver: Government in School & Mass Education Department have decided to waive off admission fee in all eligible Government, Fully Aided and Newly Aided Secondary Schools and Government and Aided (488 and 662 Category) Higher Secondary Schools.
- Effective From: The fee waiver is effective from the Academic Session 2026-27.
- Instruction to Field Functionaries: All field functionaries under the jurisdiction of Directors are directed not to collect any admission fee from any student during the time of admission.
- SAMS Portal Changes: Necessary changes in the Student Academic Management System (SAMS) portal shall be effected immediately.
- Detailed Guidelines: The detailed guidelines in this regard will be communicated later.
- Issuing Authority: The letter has been issued by Dr. N. Thirumala Naik, IAS, Commissioner-cum-Secretary to Government, School & Mass Education Department.
- Circulation: Copies forwarded to all Regional Directors, RDHSE, District Education Officers, Principals of all Govt. and Non-Govt. Aided (488 & 662 category) Higher Secondary Schools for information and necessary action.
Important Points to Note
- Complete Fee Waiver: This is a complete waiver of admission fees, not just a reduction, for all eligible students in the covered institutions.
- Wide Coverage: The scheme covers Secondary Schools (Government, Fully Aided, Newly Aided) and Higher Secondary Schools (Government and Aided 488 & 662 Category).
- No Admission Fee Collection: Schools are strictly prohibited from collecting any admission fee from students during admission.
- SAMS Portal Update: The Student Academic Management System (SAMS) portal is being updated to reflect the fee waiver.
- Detailed Guidelines: Comprehensive guidelines will be issued separately to provide further clarity on implementation.
- State Cabinet Approval: The scheme has received approval from the State Cabinet, making it a government-backed welfare initiative.
