Key Policy Guidelines
- Transfer Window: Yearly general transfer will be considered during the season (15th April - 15th June). Transfers outside this require higher authority approval.
- Rules: Adhere strictly to respective cadre rules and Odisha Municipal Service (General) Rules, 2016.
- Tenure Limit: Group-B and above officers cannot remain in a station for more than 3 years. Extendable to 6 years only in special circumstances. Posting in home ULB should be avoided.
- Early Transfer: Transfers before 3 years allowed on administrative grounds or serious personal difficulties (health issues). Must be rational.
- Backward Districts: Officers serving 6 years in KBK districts (Koraput, Rayagada, etc.) and ITDA areas may be posted to home districts subject to vacancy.
- Pre-Retirement: Posting in home districts allowed 2 years before retirement (subject to vacancy).
- On Promotion: Employees promoted shall be transferred to a new place of posting.
- New Recruits: Initial postings to follow GA & PG Dept Resolution No. 14327 dated 04.07.2017.
- P.W.D. Preference: Given preference for suitable districts subject to convenience.
- Spouse Posting: Husband and wife (both Govt employees) posted to same/nearest station where feasible.
- Deputation: Employees with 10 years foreign service deputation to be reverted to cadre posts.
- Relief Norms: Transferred employees must be relieved within 7 days of order receipt (15 days for stock/store posts).
- Representations: Prohibited from soliciting external advocacy. Submit via appropriate channels only.
- Committee Review: Thorough evaluation required. Committees formed to review and recommend transfers at Govt level.
- Scrutiny: Base-level recommendations scrutinized by Committees headed by officers not below Special/Additional Secretary rank.
- Relaxation: Principles may be relaxed in public interest or administrative exigencies.
