Subject: Comprehensive Guidelines on transfer policy of Government Servants.

📋 Key Transfer Principles & Guidelines

  • Standard Tenure: Officers should ordinarily be transferred after completion of 3 years in a station, unless public interest requires earlier transfer.
  • Max District Stay (Group A/B): No officer in Group 'A' or 'B' shall remain in a particular district for more than 6 years.
  • Max Block/Tahasil Stay (Group C): Group 'C' employees shall not remain in a particular Block or Tahasil for more than 6 years.
  • Sensitive Posts: Posting in Home Districts is ordinarily avoided for sensitive posts (Group A & B).
  • Pre-Retirement Posting: Officers (non-sensitive posts) may be posted to Home/Preferred Districts 2 years before retirement.
  • KBK Region Relief: Officers completing 6 years in KBK districts may be considered for Home/Preferred posting.
  • Spouse Posting: Husband and Wife both in State Govt service may be posted in one station (subject to sensitive post restrictions).
  • Non-Transferable Services: Ministerial staff in Secretariat/HODs shall not remain in a seat for more than 3 years.
  • Transfer Period: General transfer period is 15th April to 15th June. Transfers outside this period require approval of the next higher authority.
  • Joining/Relieving Time: Transfer orders should specify relieving and joining time. If not specified, the officer must make over charge to the immediate superior.
  • Relaxation: Principles can only be relaxed in public interest, administrative grounds, or hardship cases (reasons to be recorded in writing).
