Key Policy Directives
- Independent Vehicle Entitlement: Officers in the rank of Special Secretary and above shall be entitled to an independent vehicle for official purpose.
- Additional Secretary – New Rule: Officers promoted to the rank of Additional Secretary on or after 01.06.2026, shall use official vehicles on pool basis. They shall become eligible for an independent vehicle only upon completion of three (3) years of service in the rank of Additional Secretary.
- Grandfathering Clause: The above restriction shall not apply to officers in the rank of Additional Secretary who, despite not having completed three years in the rank, have already been allotted an independent vehicle for official use on or before 31.05.2026.
- Pool Vehicle for US to JS: Officers in the rank of Under Secretary to Joint Secretary working in Administrative Departments, as well as officers of equivalent rank working in various Heads of Departments, shall be provided with pool vehicles.
- Sharing Norm: At least 2 to 3 officers shall share one pool vehicle.
- Monthly Deduction: The monthly deduction for the use of an official pool vehicle shall be Rs. 1,680/-, irrespective of the officer's rank, as prescribed in Finance Department Memorandum No. 1613/F dated 17.01.2025.
- Tour Travel Directive: While proceeding on official tours to distant locations within the State, officers shall, as far as practicable, travel via Bus or Rail instead of using official vehicles.
- Wide Applicability: These instructions shall apply mutatis mutandis to all State Government Undertakings, Autonomous Institutions, Universities, and Societies across the State.
Key Conditions & Highlights
- West Asia Crisis Impact: The rationalization is introduced in view of the prevailing fuel and energy challenges arising from the recent West Asia crisis and the increasing fuel expenditure burden on the State exchequer.
- Effective Date: The new vehicle allotment rules are effective from 1st June 2026.
- Additional Secretary Cooling Period: Newly promoted Additional Secretaries (on or after 01.06.2026) must complete 3 years in rank before getting an independent vehicle. Existing AS officers with independent vehicles before 31.05.2026 are exempted.
- Pool Vehicle Deduction: Uniform deduction of Rs. 1,680/- per month for all pool vehicle users, as per FD Memo No. 1613/F dated 17.01.2025.
- Bus/Rail Preference: Officers on distant intra-State tours should prefer Bus or Rail over official vehicles wherever practicable.
- Universal Coverage: Applies to all Government and Government-supported Undertakings, Institutions, Universities, and Societies under the State Government.
