COMPREHENSIVE GUIDELINES ON TRANSFER POLICY FOR ENGINEERS

Key Policy Directives

  • Standard Tenure: Engineers shall ordinarily be transferred after completion of three (03) years in a particular station/post. Transferring Authorities can transfer earlier if considered necessary in public interest.
  • Revenue District Limit: No OES Engineer shall work in a particular Revenue District for more than six (06) years. Same stipulation applies to ODES Cadre.
  • Home District Restriction – SE & EE: Superintending Engineers and Executive Engineers shall not be posted in their Home Districts.
  • Home District Restriction – AEE: Assistant Executive Engineers (AEEs) shall not be posted at Sub-Division level in their Home District. However, they can be posted in Division/Circle/EIC Offices in Home Districts as Staff Officers.
  • Home Sub-Division Restriction – ODES: ODES Cadre Engineers (Assistant Engineers & Junior Engineers) shall not be posted in their Home Sub-Divisions.
  • Superannuation Exemption: Engineers with less than one (01) year of service before superannuation shall not ordinarily be transferred.
  • Deputation Approval: No Engineer shall be deputed without prior approval of the Department.
  • Deputation Period: Period of deputation shall be five (05) years, extendable up to two (02) years. Government has full discretion to revert at any time.
  • Engineer-in-Chief: Transfer & posting of Engineers in the rank of Engineer-in-Chief shall be done at the level of Government.

Relaxation & Hardship Provisions

  • Relaxation of Provisions: Any provision of the above guidelines can be relaxed in public interest, exigencies, administrative grounds, and in hardship cases.
  • Hardship Cases: Includes medical grounds of spouse and dependent family member(s) of Engineers.
  • Recording of Reasons: Relaxation shall be granted only when reasons are recorded in writing by the Competent Authority.
  • Immediate Effect: These guidelines shall come into force immediately and should be followed scrupulously in letter and spirit by all concerned.
  • Supersession: This policy supersedes this Department Resolution No. 11975 dated 24.09.2026.
  • Policy Objective: Aims at bringing transparency, improving administrative efficiency, uniformity and effective implementation of government policies.
