Key Provisions of SMC Guidelines 2026
- Single Committee: Each school shall have a single School Management Committee (SMC). No separate SMDC will exist. These guidelines supersede all previous instructions.
- Membership based on Enrolment: The number of SMC members depends on school enrolment:
– Up to 100 students: 12–15 members
– 100–500 students: 15–20 members
– Above 500 students: 20–25 members - Composition: 75% of members shall be parents/guardians of children. The remaining 25% shall include: one-third elected by local authority, one-third teachers chosen by school teachers, and one-third selected by parent representatives from local educationists, experts, senior students, alumni, and frontline community workers (Anganwadi, ASHA, ANM).
- Women Reservation: 50% of total SMC strength shall be women. Proportionate representation shall be given to parents/guardians of children belonging to Socio Economically Disadvantaged Groups (SEDGs) i.e. SC/ST/OBC etc. and Children with Special Needs (CwSN).
- Two Sub-Committees: Every school shall constitute two sub-committees:
– School Building Committee (Annexure-IV) – oversees infrastructure, safety, accessibility.
– Academic Committee (Annexure-V) – oversees academic activities, quality, equity, attendance, learning outcomes. - Tenure: SMC tenure is 2 years from the date of election of Chairperson. Members can be re-nominated for one more term (max two consecutive terms), except member-secretary, Anganwadi Worker, and Ward Member.
- Election Process: Parent/guardian members shall be elected in a democratic, transparent, and inclusive manner. Only one parent/guardian per enrolled child can vote. Minimum 50% quorum of parents/guardians required for voting. Election supervised by designated education officer.
- Meeting Frequency: SMC shall meet at least once a month. 50% members constitute quorum. Chairperson can call special meetings in emergent situations.
- Grievance Redressal: Block Education Officer (BEO) is the Grievance Redressal Authority. District Education Officer (DEO) is the Appellate Authority.
- Timeline for Formation: Existing SMCs/SMDCs expire on 30 June 2026. New SMCs must be constituted as per timeline:
– Parent Teacher Meeting & Election: 01-15 July 2026
– Formation of SMC: By 17 July 2026
– Submission to CRCC: By 18 July 2026
– Submission to BEO: By 20 July 2026
– Block-level consolidation: By 21 July 2026
– Data to SPO via Google Tracker: By 22 July 2026
Important Points to Note
- No Separate SMDC: The new guidelines abolish separate School Management and Development Committees (SMDC). Only one SMC per school.
- Parent Dominance: With 75% parent representation, the SMC ensures strong community participation in school governance.
- Inclusive Representation: Mandatory representation for SEDGs (SC/ST/OBC) and CwSN, along with 50% women, ensures inclusive decision-making.
- Sub-Committees for Focus: The School Building and Academic Committees allow focused attention on infrastructure and academics respectively.
- School Development Plan (SDP): SMC shall prepare a comprehensive 3-year SDP covering enrollment, learning outcomes, infrastructure, and budget. To be submitted to local authority before financial year-end.
- Financial Powers: SMC can execute civil works costing up to ₹10 lakhs as per OPWD Code, with transparent procurement and proper accounts.
- Coordination with Other Departments: SMC shall coordinate with Health, Rural Development, Urban Development, Drinking Water, WCD, Skill Development, etc., for efficient resource utilization.
