Key Transfer Rules (G.O.Ms.No.38)

Government has relaxed the previous ban on transfers. The following rules must be strictly adhered:

  • Max Service Limit: No person shall be retained beyond 04 years of service in a particular station.
  • Retirement Shield: Employees retiring before 31-05-2027 are exempt from transfer unless specifically requested.
  • Transfer Cap: Not more than 40% of employees in any cadre shall be transferred to ensure administrative stability.
  • Priorities: Spouse (one of the couple), Retirees, Disabled persons, Widows, and Employees with serious health issues are given priority.
  • PFRDA Restriction: Revenue earning departments (Tax/Transport/etc.) have separate guidelines (G.O.143/147 etc.) and must be followed if PFRDA Annuity/Pension is involved.

PFRDA / Annuity Rules

Employees appointed in PFRDA or Statutory bodies (like Commercial Taxes, Transport, etc.) follow specific rules:

  • Annuity: Appointed personnel get 60% of last pay + 50% DA if service > 15 years (PFRDA/PSPCL).
  • Service Cap: If service exceeds 20 years, they get 60% Annuity instead of full pension.
  • Scope: Applies to State PSUs, Local Bodies, Universities, and Societies.
