Subject: Submission of PARs of OES Teachers working in Administrative Offices/Universities/HEIs and Admissibility of Proportionate Earned Leave.

📋 Reporting Authority Guidelines

  • HE Dept Offices: Joint Secretary, Additional Secretary, Special Secretary, Deputy Secretary or designated Controlling Officer.
  • Universities: Chairman, PC Council (CPGC) or the Controlling Academic Authority/Officer under direct supervision.
  • Other Departments: Officer designated by the respective Department under whose supervision the employee functions.
  • Other HEIs: Head of Office/Institution under whom the employee is functioning.

✍️ Reviewing & Accepting Authority

  • Reviewing (Universities): Vice-Chancellor of the concerned University.
  • Reviewing (Others): Head of the concerned Office/Institution.
  • Accepting (All): The Secretary to Government, Higher Education Department.

✈️ Earned Leave Admissibility

  • Entitled to 30 days per year on a proportionate basis.
  • Applicable to OES teachers in Higher Education Dept or non-vacation establishments.
  • Parent institution must make entries in leave accounts based on certification from controlling authority.
