Key Policy Directives

  • Objective: To mainstream Persons with Disabilities in society and enable them to lead a normal and dignified life, and to encourage other persons to marry Persons with Benchmark Disability.
  • Definition of Disability: Definitions of Persons with Benchmark Disabilities and categories shall be as per the provisions under Rights of Persons with Disabilities Act, 2016 with its amendments/modifications from time to time.
  • Eligibility – One Spouse with Benchmark Disability: Marriage Incentive can be sanctioned to the couple having only one of the spouses with Benchmark Disabilities.
  • Age Criteria: The bridegroom must have completed 21 years and the bride 18 years of age respectively at the time of the marriage.
  • One-Time Benefit: Either of the spouses should not have availed the incentive award under this scheme earlier. The incentive can only be availed once in a lifetime.
  • Dowry-Free Marriage: The said marriage should be dowry free.
  • Residency: The spouse with Benchmark Disabilities should be a resident of Odisha State.
  • Single Department Benefit: The beneficiary qualifying for incentive from both SSEPD and ST & SC Development / Minorities and Backward Classes Welfare Department will be left to opt to avail the benefit under one Department only to avoid duplication.
  • Permanent Disability: At the time of marriage, there should be Permanent benchmark disability.
  • Registration Timeline: The gap between date of marriage and date of Registration of marriage should not be more than 12 months.
  • Amount of Incentive: The amount of incentive is fixed at Rs.2,50,000/- (Rupees two lakh and fifty thousand only).
  • Online Application: The eligible couple will apply online at www.ssepd.gov.in under the "Application for Marriage Incentive" menu.
  • Application Timeline: Eligible couple (not beyond 60 years of age) shall apply online within one year from the date of registration of their marriage.

Required Documents for Application

  • UDID Card (for permanent disability) of one of the spouses
  • Aadhaar number of both spouses
  • Marriage Registration Certificate issued by the competent registration authority
  • Self-attested Post Card Size Joint Photograph of the couple
  • Residential certificate issued by the Tahsildar
  • Age proof: EPIC (Voter ID) of both the spouses
  • Dowry Free Marriage Declaration
  • Undertaking of not receiving similar marriage incentive from any other GoO Scheme

Verification & Disbursement Process

  • Verification Officers: BSSOs are designated as Verification officers for both rural and urban areas. For ULBs, officers authorized by the Collector/Commissioner would be designated as Verification Officer.
  • Physical Verification: On receipt of application, the Verification Officer shall undertake physical verification of the couple, certificates and other relevant details on prior intimation.
  • Couple Presence: The couple shall be physically present on date of visit of the Verification Officer along with required original certificates.
  • Verification Timeline: Verification shall be done within 15 days of completion of application.
  • District Social Security Officer: The DSSO concerned will finally cross check and recommend the complete cases to the Collector concerned for approval.
  • Collector Sanction: The Collector shall satisfy himself and accord sanction subject to availability of budget and after thorough scrutiny.
  • 3-Year Lock-in & Phased Disbursement: The amount of incentive shall be locked in for 3 years. Disbursement is allowed in three phases – 10% after 1st year, 10% after 2nd year, and 80% after 3rd year of the marriage. The Bank shall be advised accordingly.
  • Public Display: The sanctioned list shall be displayed on the website of the District and State Department along with scanned Joint Photograph of the Couple.

Key Conditions & Highlights

  • Legal Framework: Guidelines formulated to facilitate mandates under Rights of Persons with Disabilities Act, 2016 and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999.
  • Effective Date: The Guidelines shall come into effect from the date of issue (20.06.2026).
  • Fraud Penalty: Those who fraudulently avail or attempt even after having availed once shall be punishable with imprisonment up to two years or fine up to Rs. 1,00,000/- or both under Section 91 of RPwD Act, 2016. Recovery of disbursed amount with 12% interest under OPDR Act.
  • Refund on Divorce: In event of divorce/dissolution within 5 years from receipt of first instalment, the undrawn incentive will cancel; bank will refund balance to Government Treasury. Drawn 10% amount recovered with 6.5% annual interest.
  • Evaluation: Scheme evaluation shall be done at an interval of 3 years by a third party engaged by SSEPD Department.
  • Communication: SMS and email communication to applicant on successful complete documentation, if provided.
