The following 17 holidays will be observed in all Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2027.

Key Provisions of the O.M.

Applicability: This O.M. applies to all Administrative Offices of the Central Government. For Delhi/New Delhi, a list of 17 compulsory holidays is provided (Annexure-I). Each employee may choose any 2 holidays from the 32 Restricted Holidays (Annexure-II).
Offices Outside Delhi: Central Government offices outside Delhi shall observe 14 compulsory holidays (including Republic Day, Independence Day, Gandhi Jayanti, Buddha Purnima, Christmas, Dussehra, Diwali, Good Friday, Guru Nanak's Birthday, Id-ul-Fitr, Id-ul-Zuha, Mahavir Jayanti, Muharram, and Id-e-Milad) plus 3 optional holidays chosen from the list of 12 optional holidays.
Optional Holidays List: The 12 optional holidays include: Additional day for Dussehra, Holi, Janmashtami, Ram Navami, Maha Shivratri, Ganesh Chaturthi, Makar Sankranti, Rath Yatra, Onam, Pongal, Sri Panchami, and Vishu/Vaisakhi etc.
No Substitute Holiday: If a festival holiday falls on a weekly off or another non-working day, no substitute holiday will be allowed.
Restricted Holidays: The list of Restricted Holidays for Delhi/New Delhi is provided in Annexure-II. Employees may choose any two.
Date Changes for Muslim Festivals: Any change in dates for Id-ul-Fitr, Id-ul-Zuha, Muharram, and Id-e-Milad will be declared based on moon sighting. For Delhi, it will be done by DoPT after consulting Govt. of NCT of Delhi/DCP, Special Branch. For outside Delhi, State-level Coordination Committees may change dates based on State Government decisions.
Deepavali Observance: In States where Naraka Chaturdasi Day is observed as Diwali, Central Government offices may observe Deepavali on that day instead of the actual Deepavali day if the State Government does so.
Industrial Establishments: Central Government industrial, commercial and trading establishments may observe up to 16 holidays in a year including 3 national holidays.
Union Territories: UT Administrations shall decide the list of holidays in terms of Ministry of Home Affairs instructions.
Indian Missions Abroad: They may select 10 holidays of their own after including 3 National Holidays, Prophet Mohammad's Birthday, Dussehra, Guru Nanak's Birthday and Christmas Day.
Banks: Holidays for banks shall be regulated by the Department of Financial Services, Ministry of Finance.

Important Points to Note

Three National Holidays: Republic Day (26 Jan), Independence Day (15 Aug), and Mahatma Gandhi's Birthday (2 Oct) are compulsory for all Central Government offices everywhere.
Choice of Optional Holidays: Offices outside Delhi must choose 3 optional holidays from the 12 listed ones. The remaining 9 become part of the Restricted Holidays list.
Restricted Holidays: Employees in Delhi/New Delhi can choose any 2 restricted holidays. For offices outside Delhi, restricted holidays will be drawn up by State-level Coordination Committees considering local occasions.
No Change After Notification: Once the final list of holidays is notified, no changes can be made except for moon-sighting based festivals.
Short Notice Changes: If a date change for a Muslim festival has to be declared at very short notice, announcement can be made through PIB/TV/AIR/Newspapers, and Heads of Departments may act without waiting for formal order.
Deepavali and Naraka Chaturdasi: In states where Diwali is celebrated a day earlier (Naraka Chaturdasi), Central Government offices may observe that day as Diwali if the State Government does so.
For Banks and Industrial Units: Separate instructions apply for banks and industrial/commercial establishments under Central Government.
