Key Provisions of the Order

Declaration: After careful consideration, and in suppression of all previous instructions in this regard, the Government has declared the Regional Director of Education concerned as the 'Appointing Authority' in respect of non-teaching (non-cadre) Group-B, Group-C and Group-D posts in Government Colleges and Teachers Education Institutions under their administrative jurisdiction.
Withdrawal of Powers: The powers of Appointing Authority presently vested with Principals of Government Colleges and Teachers Education Institutions in respect of non-teaching (non-cadre) Group-B, Group-C and Group-D posts is hereby withdrawn with immediate effect.
Effective Date: The order comes into force with immediate effect from the date of issue (22.07.2026).
Supersession: This order supersedes all previous instructions issued on this matter.
Issuing Authority: The order has been issued by the Joint Secretary to Government, Higher Education Department, Odisha.

– PS to Hon'ble Minister, Higher Education
– PS to Commissioner-cum-Secretary to Government, Higher Education
– PS to Director, Higher Education
– All Regional Directors of Education
– Principals of All Government Colleges and Teachers Education Institutions

Immediate Effect: The order is effective immediately from the date of issue – 22.07.2026.
Regional Directors Empowered: All Regional Directors of Education are now the Appointing Authorities for non-teaching non-cadre posts in their respective regions.
Principal's Authority Ceased: Principals no longer have the power to appoint non-teaching (non-cadre) Group-B, C, and D staff.
Applicable Institutions: The order applies to all Government Colleges and Teachers Education Institutions under the Higher Education Department.
Non-Cadre Posts: This specifically applies to non-cadre posts, meaning temporary or contract positions not part of the regular cadre.
