- Vision & Mission: To fundamentally transform how Government of Odisha uses publicly collected data to drive change across society, while protecting citizen privacy and standardizing the process of digitization, storage and sharing of data.
- Scope & Applicability: Applies to all State Government departments, agencies, PSUs and entities that collect, process, store and manage data. Also applies to private entities sharing data with the Government as per specific needs.

Cross-border data transfer subject to Central Government approval.

Important Points to Note
- Cabinet Approved: The policy was approved by the State Cabinet in their 39th Meeting on 22nd April, 2026 and communicated via Parliamentary Affairs Department Memo No. 3114 dated 24.04.2026.
- Legal Alignment: OSDP 2.0 aligns with DPDP Act 2023, RTI Act 2005, Aadhaar Act 2016, IT Act 2000, NDSAP 2012, TRAI Regulations, BNS 2023, NDCP 2018, and DEPA framework.
- State Data Authority (SDA): The SDA will be the central regulatory body overseeing data governance, privacy and security across all departments.
- Data Ombudsman: A designated grievance redressal authority to resolve data-related disputes and ensure accountability.
- Budget Provisioning: Each department will have a dedicated budget section for improving data systems, with funds exclusively for software systems and resources.
- Policy Review: The policy will be reviewed every two years by SDSC in consultation with SDGC. Annual third-party evaluations will assess implementation effectiveness.
- Training & Awareness: Comprehensive capacity-building programs for Government employees on data governance, management and utilization.
- Data Localization: All State data shall be stored only within MeitY-empanelled environments with data residency maintained within India.
