Key Provisions of the O.M.

  • Background: This OM refers to the earlier OM of even number dated 21.06.2016 delineating the modalities for disclosure of scores and rankings of candidates in recruitment examinations conducted by various recruitment agencies.
  • Decision: It has been decided that all recruitment agencies viz. UPSC, SSC, RRB etc. will use NCS portal of Ministry of Labour and Employment for disclosure of scores and rankings of the candidates.
  • Portal: The NCS portal is available at www.ncs.gov.in (National Career Service).
  • Action Required: All public Recruitment Agencies are requested to link their respective web pages to NCS portal for disclosure of scores/rankings of all the candidates appearing in the final stage of each recruitment process being conducted by them.
  • Ministries/Departments: All Ministries/Departments are requested to direct the Recruitment Agencies working under them for doing the needful in this regard.
  • Disclosure Details: The following details of each candidate will be made available:
    – Name of the candidate
    – Father/Husband's name
    – Date of Birth
    – Category (Gen/SC/ST/OBC/PH/Minority)
    – Gender (Male/Female/Transgender)
    – Educational Qualifications
    – Total Marks obtained in the qualifying examination
    – Rankings by which the merit is decided
    – Complete address
    – E-mail address
  • Opt-Out Option: Candidates will have the option to opt out of the disclosure scheme. The option of opting out will have to be taken at the time of filling up the application.
  • Disclaimers:
    – Authenticity of data displayed is the responsibility of the concerned recruitment agency.
    – DoPT/concerned Ministry/Department will not be responsible for any legal matter arising from use of disclosed data by private/public agencies.
    – Recruitment agencies are responsible for sanctity/integrity of the process.
    – Any queries/RTI related to scores/rankings will be dealt by the PIO of the concerned recruiting agency.
  • Implementation: Actual implementation can be done only on those examinations for which application forms will be invited in future. Seeking option from candidates during the process of conduct of examination may neither be practical nor feasible.
  • Nodal Organisation: NITI Aayog is the nodal organisation for pursuing with the Ministries and organisations.

  • Candidate Details: The portal will display candidate name, father's name, DOB, category, gender, qualifications, marks, rankings, address, and email.
  • Opt-Out: Candidates can opt out of the disclosure scheme at the time of filling the application form.
  • Future Examinations: The system applies only to examinations where application forms are invited in future.
  • Responsibility: Recruitment agencies are responsible for the authenticity and integrity of the data displayed.
  • RTI Queries: Any RTI-related queries will be handled by the PIO of the concerned recruiting agency.
  • NITI Aayog: NITI Aayog is the nodal organisation for pursuing this initiative with Ministries and organisations.
  • Portal Development: NIC was requested to develop a Central Web Portal in consultation with DoPT.

  • The authenticity of the data displayed by recruiting agency will be the responsibility of the concerned agency.
  • If any other private/public agency undertakes recruitment based on the data/information so disclosed, the DoPT/concerned Ministry/Department or the recruiting agency will not be responsible for any legal matter emanating out of such process.
  • The concerned recruiting agencies are responsible for the sanctity/integrity of the process which will be followed by them.
  • Any queries/RTI related to the scores/rankings will be dealt by the PIO of the concerned Recruiting Agency.
  • Any query/RTI request related to recruitment undertaken by concerned agency using this data/information will be the responsibility of the concerned agency undertaking such recruitment.
