Key Provisions of the R&D Grant
- Scheme: Research & Development Grant in any branches of STEM (Science, Technology, Engineering & Mathematics) under the Scheme "State Council on Science & Technology" for the FY 2026-27.
- Application Process: Applications are invited through proper channel from the candidates. Applications submitted directly will not be entertained. The application duly filled in should be sent through the Head of the Institute.

- Last Date: Applications should reach on or before 31-08-2026. Application received after due date will not be entertained.
- Who Can Apply:
– Faculty members, scientists, or researchers with proven track record in relevant fields working in Government Recognized/ State enacted Universities, Colleges, Research laboratories, R&D organizations.
– Proposals from National Laboratories/Research Institutions operating in Odisha should be in-line with the mandated research work.
– Applicant(s) (PIs and Co-PIs) need to hold a Ph.D. degree/M.D./M.S./M.D.S. in the concerned subject.
– PI and Co-PIs should have at least four years of official service remaining at the time of submission.
– A person can avail only one research project (either as PI/Co-I) at any given time. - Funding Details:
– Maximum ₹30 Lakh over the project period of 3 years.
– Non-Recurring Grants: Equipment procurement.
– Recurring Grants: Manpower (Project Fellow @ ₹30,000/month), Hiring Services, Contingencies, Chemicals & Consumables, Travel & Field work.
– Project Fellow minimum qualification: MSc/M.Tech in the concerned subject. - Screening & Selection:
– Proposals will be scrutinized by a Screening Committee.
– Shortlisted PIs will present before the Project Evaluation & Review Committee (PERC) chaired by Director, S&T.
– Final approval by Secretary, S&T Dept. based on PERC recommendations. - Grant Release:
– First instalment: 100% of non-recurring grant + 50% of total recurring grant.
– Second instalment: Based on PERC recommendation after submission of Progress Report, SoE and UC. - General Conditions:
– Priority given for IP (Intellectual Property) generation over publication.
– Funding agency must be acknowledged in all research publications & IP generation.
– Scientific Social Responsibility (SSR) policy to be adopted.
– Equipment procured becomes institutional property after project completion.
Important Points to Note
- Apply Through Proper Channel: Applications must be submitted through the Head of the Institute. Direct applications will be rejected.
- Last Date: 31st August 2026 – no extensions.
- Project Duration: 3 years with maximum funding of ₹30 lakh.
- Project Fellow: ₹30,000 per month consolidated fellowship for MSc/M.Tech qualified candidates.
- Two Instalments: First instalment covers 100% equipment + 50% recurring; second instalment after progress review.
- IP Priority: Intellectual Property generation is preferred over mere publications.
- Equipment Ownership: All equipment procured becomes property of the host institution.
- PERC Review: Annual progress reviews by Project Evaluation & Review Committee.
- Guidelines Available: Detailed guidelines available at https://st.odisha.gov.in.
- Unique ID: Each project gets a Unique Identification No. in format YYYY/S&T/SCST/R&D/XXXX.
