Key Provisions of the Bidesh Sikhyabrutis Scheme
- Scheme Objective: To provide financial assistance to meritorious SC/ST students of Odisha, enabling them to pursue Postgraduate (PG) and Ph.D. studies at Top 200 QS-ranked foreign institutions.
- Eligibility – Domicile & Category: Applicants must be permanent residents of Odisha and belong to the Scheduled Caste (SC) or Scheduled Tribe (ST) category.
- Eligibility – Admission & Income: Candidates must hold an unconditional offer of admission from a Top 200 QS-ranked foreign university, and the annual family income must not exceed ₹12,00,000.
- Eligibility – Academic: For Ph.D., a minimum of 65% in the Master's degree is required, with a maximum age of 40 years. For PG courses, the requirement is a minimum of 65% in the Bachelor's degree, with a maximum age of 35 years.
- Number of Scholarships: A total of 50 students are supported per year – 30 under General Studies (10 PG + 20 Ph.D.) and 20 under Technical/Professional streams (8 PG + 12 Ph.D.). The stream-wise distribution is flexible.
- Scholarship Amount: Up to ₹25 lakh per annum (covering Tuition: ₹15L, Living: ₹7L, and Misc: ₹3L), with a maximum of ₹50 lakh per student per course. PG courses are supported for 1-2 years, while Ph.D. is supported for 2 years.
- Application Process: Applications must be submitted online through the OSS Portal (https://scholarship.odisha.gov.in) between 18.08.2026 and 31.08.2026. Required documents include caste certificate, income certificate, admission proof, academic records, and others as specified.
- Selection Process: Merit lists are prepared based on the QS ranking of the admitting university. In case of a tie, the candidate with higher marks in the qualifying exam is preferred, followed by lower annual income. The Odisha State Higher Education Council (OSHEC) manages the selection process.
- Exclusivity: Applicants must not be availing any other scholarship. If any financial assistance is received from the foreign university after the award, the scholarship stands cancelled.
- Mandatory Conditions: Candidates must obtain the appropriate visa independently and give an undertaking to return to India after completing the course. Changing the course of study without prior approval is not permitted.
- Monitoring: Students are required to submit academic progress reports every 6 months. Non-compliance may lead to recovery of the scholarship amount and criminal proceedings.
- Supplementary Support: Selected students can also avail Educational Loan with Interest Subvention under the Kalinga Sikhya Sathi Yojana (KSSY) for any additional financial requirements.
Important Points to Note
- Target Beneficiaries: SC/ST students who are permanent residents of Odisha.
- Income Limit: The annual family income (from all sources) must be ≤ ₹12 lakh.
- Institution Ranking: Admission must be secured at a university ranked in the Top 200 QS World Rankings (based on the latest available ranking at the time of application).
- Course Levels: The scholarship is available only for PG (1-2 years) and Ph.D. (2 years) courses.
- Financial Support: Up to ₹25 lakh per year is provided (covering tuition, living, and miscellaneous expenses), with a lifetime cap of ₹50 lakh per student per course.
- Application Window: Online applications are accepted from 18th August 2026 to 31st August 2026 on the OSS Portal.
- Selection Basis: Merit is primarily determined by the QS ranking of the admitting university – higher-ranked institutions get preference.
- No Concurrent Scholarships: Candidates cannot receive any other scholarship or financial assistance for the same purpose.
- Deferral: Selected candidates may defer their admission for up to one year; beyond that, the award stands cancelled.
- Accountability: Students must submit 6-monthly progress reports duly signed by the Principal Investigator or HOD. Failure to comply may result in fund recovery and legal action.
