Background & Context

Objective: Accidents often bring loss of life, unexpected medical expenses, and temporary disability, severely disrupting a student's education. Many students come from modest financial backgrounds and are not covered by comprehensive insurance schemes.
Purpose: Provision of ex-gratia grants and accident relief for students is crucial to ensure immediate financial support during emergencies.
Supersession: This notification supersedes the earlier guideline issued vide Department Letter No. 468 dated 25th March 2015.
Scheme Name: "Payment of ex-gratia grant to students from Ex-Gratia Fund."

Scheme Details

Applicability: All girls and boys students from Shishu Vatika to Class XII of Government, Government Aided Schools, Odisha Adarsha Vidyalaya Sangathan (OAVs) and Odisha Mining Adarsha Vidyalaya (OMAVs) under S&ME Department.
Medical Expenses: All medical expenses shall be met from Ayushman Bharat / CMRF / Red Cross or any other applicable scheme as per existing norms. Students need not pay any treatment charges in Government Hospitals.
Effective Date: This scheme shall come into effect from the date of issue of the Notification (03.09.2026).
Permissible Ex-Gratia: The permissible ex-gratia amount and documents to be submitted are specified in the notification.

Procedure for Sanction & Payment

Proposal Responsibility: The Headmaster/Principal of the concerned school / Block Education Officer (BEO) / District Education Officer (DEO) shall make the proposal.
Submission: HM/Principal submits report with detailed enquiry to DEO through BEO for approval of the Collector.
Sanction: Collector after confirming facts from DEO's recommendations sanctions the ex-gratia amount for death/permanent disability, indicating the name and address of eligible persons (parents or next of kin).
Disbursement: Ex-gratia amount shall be released preferably within 24 hours of the incident from the available fund of DEO. The amount shall be recouped on submission of documents for sanction and release of funds by Director, Secondary Education, Odisha.
Mode of Payment: DEO will disburse the amount through account transfer to parents/NoK.
Priority for Payment: (i) Student's mother; (ii) Student's father (if mother does not survive); (iii) Any guardian identified by the Collector (if both parents do not survive).
Document Submission: DEO shall forward documents in Annexure-I duly countersigned by Collector to Director, Secondary Education, Odisha for release and recoupment of funds.
Incidental/Travelling Charges: Shall be drawn from available funds of DEO with due approval at his/her level. Expenditure shall be forwarded to DSE(O) for sanction and recoupment.
Dispute Resolution: Decision of the Collector of the district is final.
Monitoring: Director, Secondary Education (O) shall review and submit report to S&ME Department annually.
