Public Notice Details

Subject: e-Detection based enforcement for valid PUCC, Insurance and compliance with pending e-Challans.
Mandatory Documents: Possession of valid statutory documents, including Pollution Under Control Certificate (PUCC) and Insurance, is mandatory under the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989.
e-Detection System: The e-Detection system shall be used for electronic detection of vehicles plying without valid (i) Pollution Under Control Certificate (PUCC) and (ii) Insurance.
e-Challan Generation: On detection of violation, e-Challan shall be generated in accordance with the Motor Vehicles Act, 1988, CMVR, 1989 and prescribed electronic enforcement procedure.
Vehicle Owners Advisory: Vehicle owners are advised to verify the validity of their PUCC and Insurance and obtain/renew the same before plying the vehicle on public roads.
Pending Challans – "Not to be Transacted": Under Rule 167 of CMVR, 1989, vehicles having challans remaining undisposed beyond the statutory period are liable to be flagged as "Not to be Transacted" on the prescribed portal. MoRTH has clarified that PUC testing is a transaction for the purpose of Rule 167.
VAHAN Integration: The prescribed pending-challan / "Not to be Transacted" check shall operate in the VAHAN-based PUC testing application.
Implementation Objective: Technology-enabled statutory enforcement for ensuring traffic discipline, environmental compliance, third-party protection and road safety.
Effective Date: The enforcement through the e-Detection system shall become operational with effect from 1st September 2026.

PUCC & Insurance Validity: Vehicle owners must ensure their PUCC and Insurance are valid before plying on public roads.
Pending Challans: Vehicles with undisposed challans will be flagged as "Not to be Transacted" under Rule 167 of CMVR, 1989.
PUC Testing Block: PUC testing will not be allowed for vehicles flagged as "Not to be Transacted".
Effective From: 1st September 2026.
Compliance: Vehicle owners are requested to verify their statutory document status and pending e-Challan status through authorised Government portals.
Purpose: Ensuring traffic discipline, environmental compliance, third-party protection and road safety.
