(a) & (b): The 8th Central Pay Commission has been constituted by the Government vide Resolution dated 03.11.2025 with the following composition:

  • Chairperson: Smt. Justice Ranjana Prakash Desai
  • Member (Part-Time): Prof. Pulak Ghosh
  • Member-Secretary: Shri Pankaj Jain

(c): The Commission will make its recommendations within 18 months of the date of its constitution.

(d), (g) & (h): The 8th Central Pay Commission has not submitted its recommendations to the Government yet.

(e): The estimated number of Central Government civilian employees is 35.77 lakh approximately (as on 01.03.2026) and the number of pensioners/family pensioners is 33.76 lakh approximately (as on 31.12.2025) excluding Defence pensioners.

(f): The Terms of Reference of the 8th Central Pay Commission as notified vide Resolution, dated 03.11.2025, is enclosed in Annexure-I.

Terms of Reference of the 8th Central Pay Commission (Annexure-I)

  • Coverage – Categories of Employees: The Commission will examine emoluments for Central Government employees (industrial & non-industrial), All India Services personnel, Defence Forces personnel, Union Territories personnel, Indian Audit & Accounts Department, regulatory bodies (excluding RBI), Supreme Court officers/employees, High Court officers/employees (where expenditure is borne by UTs), and judicial officers of subordinate courts in UTs.
  • Emolument Structure: To work out a pay and allowance structure conducive to attracting talent, promoting efficiency, accountability, and responsibility in work culture.
  • Bonus & Incentive Schemes: To examine existing bonus schemes and recommend general principles, financial parameters, and productivity/performance-linked parameters for an appropriate incentive scheme to reward excellence.
  • Allowances Rationalization: To review existing allowances and conditions of admissibility, and recommend rationalization keeping in view the multiplicity of allowances.
  • Pension & Gratuity Review: To review Death-cum-Retirement Gratuity for employees under the National Pension System (including Unified Pension Scheme) and for those not under NPS, keeping in view fiscal prudence and economic conditions.
  • Guiding Principles: The Commission shall keep in view the economic conditions of the country, the need for fiscal prudence, and the requirement to ensure adequate resources for developmental expenditure and welfare measures.
  • Procedure & Powers: The Commission may devise its own procedure, appoint advisors, consultants, and experts, and call for information from any Ministry or Department. State Governments, Service Associations, and others are expected to extend full cooperation.
  • Headquarters: The Commission will have its headquarters in Delhi.
  • Judicial Officers – Special Note: For judicial officers, the Commission shall adhere to the Supreme Court's principle (All India Judges' Association case) that there shall be no link between service conditions of judges and the administrative executive.
