Key Provisions of the Amendment Rules
- Short Title & Commencement: These rules may be called the Odisha District Revenue Service (Method of Recruitment and Conditions of Service) Amendment Rules, 2026. They shall come into force on the date of their publication in the Odisha Gazette.
- Creation of New Cadres: In rule 3 of the principal rules, after clause (b), the following clauses have been inserted:
– (b-1) the cadre of Assistant Revenue Inspectors (Level-II)
– (b-2) the cadre of Amins (Level-II) - Substitution of Terms: In rule 4(2)(c) and the proviso thereunder, for the words "Amins" and "Assistant Revenue Inspectors", the words "Amins (Level-II)" and "Assistant Revenue Inspectors (Level-II)" shall respectively be substituted.
- Recruitment by Promotion: A new sub-rule (2-a) has been inserted in rule 4, providing that recruitment to the posts in the cadre of Assistant Revenue Inspectors (Level-II) and Amins (Level-II) shall be made by way of promotion from the cadres of Assistant Revenue Inspectors and Amins respectively.
- Promotion Criteria (Rule 10-A): Promotion to the cadres of Assistant Revenue Inspectors (Level-II) and Amins (Level-II) shall be made on the basis of merit and suitability in all respect with due regard to seniority from amongst the Assistant Revenue Inspectors and the Amins of the district respectively who on the first day of January of the year in which the committee meets, have completed at least 3 years of service as such.
- Amendment of Rule 11:
– For the words "Amins" and "Assistant Revenue Inspectors", the words "Amins (Level-II)" and "Assistant Revenue Inspectors (Level-II)" shall respectively be substituted.
– For clause (a), the following clause has been substituted: "have completed at least three years of continuous service as such or six years as Amin and Amin (Level-II) taken together or as Assistant Revenue Inspector and Assistant Revenue Inspectors (Level-II) taken together."
– For the proviso, a new proviso has been substituted: "Provided that the promotion of the Amins (Level-II) and Assistant Revenue Inspectors (Level-II) to the rank of Revenue Inspector shall be as nearly as possible, be proportionate to the total strength of such employees continuing on a regular basis in the district." - Issuing Authority: The notification has been issued by the Additional Secretary to Government, Revenue & Disaster Management Department, by order of the Governor.

Important Points to Note
- Level-II Cadres: Two new cadres – Assistant Revenue Inspectors (Level-II) and Amins (Level-II) – have been created under the District Revenue Service.
- Promotion Mode: Recruitment to Level-II cadres shall be made by promotion from the existing cadres of Assistant Revenue Inspectors and Amins respectively.
- Minimum Service: Employees must have completed at least 3 years of service as on 1st January of the year in which the committee meets to be eligible for promotion to Level-II.
- Promotion Criteria: Promotion shall be based on merit and suitability with due regard to seniority.
- Combined Service: For promotion to Revenue Inspector, employees can combine service as Amin and Amin (Level-II) or Assistant Revenue Inspector and Assistant Revenue Inspectors (Level-II) – 6 years in total.
- Proportionate Promotion: Promotion of Level-II employees to Revenue Inspector shall be proportionate to the total strength of such employees in the district.
- Effective Date: The rules come into force on the date of publication in the Odisha Gazette.
- Legal Authority: The amendment has been made in exercise of the powers conferred by the proviso to Article 309 of the Constitution of India.
