Fees & Payment Details

Fixed EMD: ₹3,75,000 per applicant (adjustable towards cost of unit, no interest)
Balance EMD: 10% of the highest bid, to be deposited within 15 days of intimation
Balance Bidding Amount: 90% of successful bid, within 3 months of provisional allotment
Extension: Maximum 3 months with simple interest @ 10.75% p.a. or SBI MCLR + 2% (whichever higher) + GST
Processing Fee: ₹5,000 + GST @18% = ₹5,900 (non-refundable)

Eligibility Criteria

Citizenship: Applicant must be a citizen of India and a major (18+ years)
Family Definition: Applicant, husband/wife, and minor children. Joint application permitted only within family members.
One Family – One Allotment: One family shall be eligible for only one allotment under one housing scheme in the same locality.
No Prior Allotment: Applicant or family members should not own/have been allotted any residential plot/house/flat/SCR/shop by OSHB or any other Govt. Agency in the same locality/Municipality/Municipal Corporation area.
Income Eligibility: Annual Family Income from all sources shall be between ₹6,00,001 to ₹9,00,000.
PAN Requirement: Applicant must have a valid PAN of the Income Tax Department.
DSC Requirement: Bidder must have a Class-III Digital Signature Certificate.

Important Points to Note

Basis of Allotment: "As is where is and whatever there is" basis through E-Auction.
Mode of Application: Online only through OSHB website (https://oshb.org).
Application Period: 11.09.2026 (11:00 AM) to 31.10.2026 (5:00 PM).
E-Auction Date: 25.11.2026 from 11:00 AM to 5:00 PM (with auto-extension facility).
Incremental Value: ₹20,000 per bid. Maximum multiples of increment allowed: 10 times (₹2,00,000).
Auto Bid Feature: Available for automated maximum bid placement.
Withdrawal: No withdrawal after last date of application. EMD forfeited if withdrawn after due date.
Leasehold: Land allotted on leasehold basis.
Construction Timeline: Allottee must construct residential house within 3 years of taking possession.
Transfer: Transfer of ownership permitted only after 2 years from possession.
Maintenance: ₹20,000 towards one-year maintenance of utility to be paid before handover.
Jurisdiction: Courts of Bhubaneswar shall have jurisdiction over all matters.
