Key Provisions of the Notification
- SHVR 2026-27 Launch: The Swachh Evam Harit Vidyalaya Rating (SHVR) 2026-27 has been formally launched by the Ministry of Education with effect from 1st August 2026. The SHVR Portal and Mobile Application are now live to facilitate registration and self-assessment by all schools having a valid UDISE+ code.
- Mandatory Programme: The programme continues to be mandatory for all categories of schools and shall be implemented on the same framework and methodology as SHVR 2025-26.
- District Nodal Officer (DNO): ADEO (Scheme) has been nominated as District Nodal Officer (DNO) – same as SHVR 2025-26. The DNO is responsible for overall monitoring & coordination with all schools within the districts.
- Roles & Responsibilities:
– ST & SC Coordinators – Monitor SHVR activities at various levels.
– Sr. TCs – Extend technical support at district level.
– CRCCs – Support Headmasters in registering, validating, and submitting school data on the SHVR portal.
– ADEO and BEOs – Provide necessary handholding support.
– Technical Consultants – Provide technical support at block level.
– UNICEF – Provide technical support throughout the SHVR process at all levels. - Portal & Guidelines: Schools are advised to visit the official SHVR portal at https://shvr.education.gov.in for registration and detailed guidelines.
- National Level Achievement (2025-26):
– More than 10 lakh schools completed the self-assessment process.
– 191 schools from 29 States/UTs were selected for conferment of the National Level Certificate of Merit. - Timeline:
– Online submission by schools: 2026
– District level assessment: End of October 2026
– State level nomination: By first week of November 2026
– State level assessment: By first week of December 2026
– National level nomination: By second week of December 2026
– National level cross-validation: Up to second week of February 2027
– National-level Ceremony: To be finalized later - Action Required: All DEO-cum-DPCs and BEOs are requested to ensure that every school under their jurisdiction mandatorily participates in the registration, implementation, evaluation and submission processes.
- UNICEF Support: UNICEF shall provide technical support throughout the SHVR process at all levels.
Important Points to Note
- Mandatory for All Schools: SHVR 2026-27 is mandatory for all schools having a valid UDISE+ code, including Government, Aided, Private, Residential, Tribal, Minority, KVS, NVS, CBSE-affiliated schools.
- Same Framework: The implementation framework, assessment methodology and evaluation process remain on the same lines as SHVR 2025-26.
- Portal Live: The SHVR Portal and Mobile Application are live from 1st August 2026.
- National Level Recognition: 191 schools from 29 States/UTs received National Level Certificate of Merit in 2025-26.
- UNICEF Technical Support: UNICEF will provide technical support throughout the process at all levels.
- District Nodal Officer: ADEO (Scheme) is the DNO for coordination and monitoring.
- Capacity Building: National-level orientation by NCERT followed by State and District-level programmes.
- SHVR Portal: The SHVR Portal serves as the national repository of data relating to WASH, sustainability and Mission LiFE initiatives in schools.
