Procedure for Promotion of Officers Who Have Not Submitted Up-to-Date Property Statement at the Time of DPC

Officers who have not submitted up-to-date Annual Property Statement will be declared “NOT SUITABLE” in the DPC.

Key Clarifications Issued in O.M. No. 40365
| Point | Procedure / Clarification |

| 1 | Any officer who has not submitted up-to-date property return at the time of DPC shall be treated as “NOT SUITABLE” for promotion in that DPC. |
| 2 | DPC shall fill all vacancies only from compliant officers. No vacancy shall be kept unfilled or reserved for defaulters. |
| 3 | If the officer submits the property return after the DPC (within allowed grace period, if any), his/her case may be considered in the next DPC only. Eligible for notional promotion from the date junior was promoted and seniority maintained. |
