Background & Context
- Global Crisis: The world has been facing repeated supply chain disruptions since the Covid pandemic. The conflict in Ukraine resulted in supply side issues of food, fertilizer and fuel. The recent conflict in Iran has further exacerbated this food, fuel and fertilizer crisis.
- Impact on India: No country is immune to the economic impact of the crisis. India is also facing the negative consequences of this long-standing crisis.
- PM's Appeal: Hon'ble Prime Minister has made a public appeal to the citizens of India to contribute in small ways towards the situation India is facing.
- Action Points: In response to the PM's appeal, the Higher Education Department is issuing this directive for implementation in all Govt/Non-Govt Aided Colleges under its jurisdiction.
Action Points for Implementation
- Reduce Cooking Oil Usage: Instructions may be issued to the hostels and canteens functioning in your institutions to reduce usage of cooking oil while preparing food for students.
- Avoid High-Oil Menu Items: Avoid high-oil menu items like puris, vadas and bondas in breakfast.
- Reduce Deep-Fried Food: Reduce deep-fried food without compromising nutrition.
- Promote Traditional Oils: Promote use of traditional ghee, mustard oil and groundnut oil over imported palm/sunflower/soyabean oil.
- Awareness Programmes: NSS (National Service Scheme) and YRC (Youth Red Cross) volunteers may organise awareness programmes in the community to reduce oil in household day-to-day cooking.

- Target Institutions: All Government and Non-Government Aided Colleges under the Higher Education Department.
- Hostel & Canteen Compliance: Instructions must be issued to hostel messes and canteens to reduce cooking oil usage.
- Breakfast Menu Changes: Items like puris, vadas, and bondas which are high in oil content should be avoided in breakfast.
- Nutrition Priority: While reducing deep-fried food, care must be taken not to compromise nutrition.
- Oil Substitution: Traditional oils (ghee, mustard oil, groundnut oil) should be promoted over imported oils (palm, sunflower, soybean).
- Community Outreach: NSS and YRC volunteers should conduct awareness programs in the community on reducing oil in daily cooking.
