What is the Sikkim Government Pay Matrix?

The Sikkim Government Pay Matrix is a structured salary framework adopted by the Sikkim state government based on the recommendations of the 7th Central Pay Commission. It was implemented through the Sikkim Government Services (Revised Pay) Rules, 2018, which were notified by the Department of Personnel, Administrative Reforms, Training and Public Grievances, Government of Sikkim.

The pay matrix replaced the earlier system of pay bands and grade pay with a unified structure consisting of 23 pay levels (Level 1 to Level 23), rationalized from the existing pay scales. Each level corresponds to a specific position or grade, with a defined entry pay and annual increment structure.

Note: The Sikkim Pay Matrix has levels up to 23, but some higher grade pays are mapped to levels beyond 23 as per the matrix. The above table shows the entry-level basic pay for each level. How to Calculate Salary Using the Pay Matrix

Total Monthly Salary = Basic Pay + DA + HRA + Other Allowances

Step-by-step calculation:

  1. Determine the Pay Level: Identify your position's pay level from the pay matrix.
  2. Find the Basic Pay: Locate your basic pay in the matrix based on your level and stage (index).
  3. Calculate DA: DA is a percentage of basic pay, revised periodically by the government.
  4. Add HRA: House Rent Allowance (as per Sikkim government rules).
  5. Include Other Allowances: Transport, special, medical, and other applicable allowances.
Example: For Level 1 (basic pay ₹18,000), DA at current rate would be calculated on ₹18,000. Total monthly salary = Basic Pay + DA + HRA + other allowances.

Fitment Factor & Pay Fixation

The fitment factor for the Sikkim Pay Matrix is 2.57, as per the 7th CPC. The existing basic pay under the 6th CPC is multiplied by 2.57, rounded off to the nearest rupee, and then located in the appropriate level of the pay matrix.

Normal Fitment Illustration (from the rules):

  • Existing Grade Pay: 1800
  • Pay Band: 4500-14500
  • Existing Pay in Pay Band: ₹6,220
  • Existing Basic Pay (PPB+GP): ₹8,020 (6,220 + 1,800)
  • Multiplied by 2.57: ₹8,020 × 2.57 = ₹20,611.40 → ₹20,611
  • Level: Level 2 (corresponding to Grade Pay 1800)
  • Revised Pay: ₹21,100 (next higher cell in Level 2)
For Medical Officers with NPA: The existing basic pay is multiplied by 2.57, and DA on pre-revised NPA is added. The pay is then located in the applicable Level.

Important Points to Remember

  • Effective Date: Notional from 1 January 2016.
  • Pay Matrix Levels: 23 levels (Level 1 to Level 23) corresponding to existing Grade Pays.
  • Increments: Two dates for annual increments – 1 January and 1 July.
  • Option for Employees: Employees had the option to switch to revised pay structure by exercising option within 1 month of notification.
  • Arrears Payment: Arrears to be paid in three equal installments in subsequent financial years.
  • Non Practicing Allowance (NPA): Medical officers with NPA have special pay fixation as per Rule 7(b).
