What is MACP Rule of Odisha Government?
The Modified Assured Career Progression (MACP) Scheme of the Odisha Government is a financial up-gradation scheme introduced by the Finance Department to ensure that government employees do not suffer stagnation due to lack of regular promotions.
Under the MACP Rules, eligible employees are granted financial up-gradation after completion of prescribed years of continuous service if they have not received regular promotion during that period.
Effective Date of MACP in Odisha
The MACP Rules of Odisha Government came into force with effect from 1st January 2016. These rules apply to all eligible regular government employees serving under different departments of the State Government.
Stages of Financial Up-gradation under MACP
As per the MACP Rules, an employee is entitled to a maximum of three financial up-gradations during their entire service career, subject to fulfillment of eligibility conditions.
- 1st MACP after completion of 10 years of regular service
- 2nd MACP after completion of 20 years of regular service
- 3rd MACP after completion of 30 years of regular service
These up-gradations are granted only when no regular promotion has been received during the respective period.
Pay Fixation under MACP
On grant of MACP, the employee’s pay is fixed in the next higher level of the Pay Matrix applicable to the post. However, MACP does not change the designation or duties of the employee.
The benefit is purely financial in nature and does not amount to a regular promotion.
Important Conditions for Grant of MACP
- The employee must have a satisfactory service record
- Disciplinary or vigilance clearance is mandatory
- MACP is counted from the date of initial regular appointment
- Ad-hoc or contractual service is not counted unless regularized
MACP vs Promotion – Key Difference
Promotion involves change of post and higher responsibilities, whereas MACP only provides financial up-gradation without changing the post or designation.
Therefore, an employee receiving MACP may still be promoted later as per applicable service rules.
