Subject: Request for custodianship of PARs in HRMS Portal
In inviting reference to the subject cited above, it is stated that requests from various quarters are being received regarding the grant of custodianship of Performance Appraisal Reports (PARs) of different cadres of Group-A, Group-B and Group-C officers of the State.
Group-A Officers
Group-B Officers
In respect of Group-B officers, as per the PAR Rules, the respective Department or the Head of Department, as the case may be, shall be granted custodianship.
Group-C Officers
With regard to requests for grant of custodianship of PARs of Group-C officers, the concerned offices may submit their requests directly to the GA & PG Department.

Which department is the custodian of PARs for Group-A officers?
As per the PAR Rules, the General Administration & Public Grievance (GA & PG) Department is the sole custodian of PARs of all Group-A officers. Requests for custodianship by other authorities will not be entertained.
Can Departments or Heads of Departments act as custodians for Group-B officers?
Yes. For Group-B officers, either the concerned Department or the respective Head of Department shall be granted custodianship, as per PAR Rules.
Can there be more than one custodian for a single cadre?
No. There shall be only one custodian for each cadre. Custodianship will be vested either with the Department or the Head of Department, not both.
How should requests for custodianship of Group-B officers be submitted?
All requests for custodianship of PARs for Group-B officers must be routed through the concerned Department only.
Who can request custodianship of PARs for Group-C officers?
For Group-C officers, the concerned offices may submit requests for custodianship of PARs directly to the GA & PG Department.
