Subject: Request for custodianship of PARs in HRMS Portal

In inviting reference to the subject cited above, it is stated that requests from various quarters are being received regarding the grant of custodianship of Performance Appraisal Reports (PARs) of different cadres of Group-A, Group-B and Group-C officers of the State.

Group-A Officers

As per the PAR Rules of the State, the GA & PG Department is the custodian of PARs of all Group-A officers and their respective cadres. Accordingly, requests for grant of custodianship of PARs in HRMS Portal for Group-A cadres will not be entertained.

Group-B Officers

In respect of Group-B officers, as per the PAR Rules, the respective Department or the Head of Department, as the case may be, shall be granted custodianship.

There shall be only one custodian for each cadre, i.e., either the Department or the respective Head of Department. All correspondence regarding custodianship of PARs for Group-B officers shall be routed through the concerned Department.

Group-C Officers

With regard to requests for grant of custodianship of PARs of Group-C officers, the concerned offices may submit their requests directly to the GA & PG Department.

Which department is the custodian of PARs for Group-A officers?

As per the PAR Rules, the General Administration & Public Grievance (GA & PG) Department is the sole custodian of PARs of all Group-A officers. Requests for custodianship by other authorities will not be entertained.

Can Departments or Heads of Departments act as custodians for Group-B officers?

Yes. For Group-B officers, either the concerned Department or the respective Head of Department shall be granted custodianship, as per PAR Rules.

Can there be more than one custodian for a single cadre?

For Group-C officers, the concerned offices may submit requests for custodianship of PARs directly to the GA & PG Department.
