Updated: March 2026 | Mandatory July Submission for All State Govt Employees
As per Finance Department OM No. 6747/F dated 14.03.2024 (no changes in 2025-2026), Odisha state employees must submit an HRA **declaration certificate** (not a full application) every year in **July** + with first claim. Non-submission stops HRA in salary.

How to Submit
- Fill form (download or online edit).
- Sign & submit to Establishment Section/Head of Office in July (or first claim).
- Attach rent receipt/declaration if office asks.
- HRA continues in salary; stops without July certificate.
