Odisha Government HRA Application / Declaration Form - Download & Edit Online (2025-2026)

Updated: March 2026 | Mandatory July Submission for All State Govt Employees

As per Finance Department OM No. 6747/F dated 14.03.2024 (no changes in 2025-2026), Odisha state employees must submit an HRA **declaration certificate** (not a full application) every year in **July** + with first claim. Non-submission stops HRA in salary.

How to Submit

  1. Fill form (download or online edit).
  2. Sign & submit to Establishment Section/Head of Office in July (or first claim).
  3. Attach rent receipt/declaration if office asks.
