These rules apply to all regular Odisha Government employees drawing pay in the Odisha Revised Scales of Pay Rules, 2017 (ORSP 2017). HRA is admissible as a percentage of Basic Pay.

July Declaration Mandatory: Employees must submit the HRA declaration certificate every July (or with first claim). Failure to submit stops HRA payment in salary.

4. Important Conditions for Grant of HRA
- HRA is not admissible if Government accommodation is provided or if employee/spouse owns a house within urban limits of headquarters.
- When both spouses are government servants in same station, only one can normally claim HRA.
- False declaration leads to recovery of HRA with interest + possible disciplinary action.
- HRA is admissible during all kinds of leave including Casual Leave and joining time.
- Annual declaration in July is mandatory.
