Policy on Transfer of OAS Group-A (Junior Branch) Officers

The Government in the Revenue & Disaster Management Department has adopted new provisions to regulate the transfer and posting of Odisha Administrative Service (OAS), Group-A (Junior Branch) officers. This policy aims to ensure effective, transparent, and responsive administration.

Detailed Provisions of the Policy
- Transfer Period: Transfers shall be made during the general transfer period (15th April to 15th June). Transfers outside this period require approval from the next higher authority.
- Tenure Duration: An officer must hold a post for a minimum of 2 years and a maximum of 3 years. Transfers before 2 years or retention beyond 3 years require administrative grounds.
- Relief & Joining: The Controlling Officer must relieve the officer within 7 days of the order. The officer must join the new post within 7 days of the relief order.
- Deemed Relief: If the controlling officer fails to relieve the officer within 7 days, the officer is deemed relieved on the 8th day.
- District Cap: No officer shall remain in a particular district for more than 6 continuous years or more than 10 years in their entire service period.
- Foreign Service: Foreign service deputation is allowed for a maximum of 7 years.
- Home District Restriction: Posting in the home district is generally not considered. Relaxation is allowed within 2 years of retirement, but not for posts like Tahsildar/BDO/LAO/DSR.
- Disability (PwD): Officers with 40% or more disability requiring family support may be considered for transfers as per their request.
- KBK & Districts: Officers posted in KBK districts (including Kandhamal & Gajapati) for 3 years may be considered for other districts. Preference given to KBK/Scheduled areas for counselling.
- Spouse Grounds: Requests for transfer on spouse grounds (where spouse is a Govt/PSU employee) will be considered for same/nearby stations (not home district), based on administrative feasibility. It is not a right.
- Field Experience: All officers must have field experience as Tahsildar/BDO/LAO/DSR within the first 6 years of their career.
- Transfer Committee: Requests/recommendations will be examined by the Committee constituted by Revenue & Disaster Management Department.
- Influence Ban: Officers are barred from bringing any form of influence (direct or indirect) to secure favorable transfers.
- No Claim Right: The policy does not confer any right to be posted or retained at a specific station.
- Supersedes Prior Notifications: Contradictory provisions in Book Circular No.42 or other circulars are modified by these guidelines.
- Relaxation: Any relaxation of these guidelines requires recording detailed reasons based on public interest or administrative exigencies.
- Superseded: This notification supersedes all previous notifications/circulars on the matter of OAS-A (JB) transfers.
