Background & Purpose
- Reference: As per Notification No. 5308 dated 18.07.2024 issued by the Labour & ESI Department, Government of Odisha, the minimum rates of wages were revised for unskilled, semi-skilled, skilled and highly skilled categories of employees working in the State.
- VDA Mechanism: A special Variable Dearness Allowance (VDA) is declared twice a year – on 1st April and 1st October – at Rs. 2.60 per point increase in the Consumer Price Index Number for Industrial Workers (base 2016=100).
- CPI-IW Movement: During the last half-year, the CPI-IW increased from 147.50 to 149.80 on an average, an increase of 2.30 points.
- Decision: It is necessary to increase the VDA on the said basis for the half-year starting from 1st October 2026.
- Increase: The VDA is increased by Rs. 6/- per day for all four categories, effective from 1st October 2026.
Important Points to Note
- Effective Date: The revised VDA is applicable from 1st October 2026.
- VDA Increase: Rs. 6/- per day for all four categories.
- CPI-IW Index: Increased from 147.50 to 149.80 (2.30 points).
- Unskilled: Rs. 472 → Rs. 478/- per day.
- Semi-Skilled: Rs. 522 → Rs. 528/- per day.
- Skilled: Rs. 572 → Rs. 578/- per day.
- Highly Skilled: Rs. 622 → Rs. 628/- per day.
- VDA Rate: Rs. 2.60 per point increase in CPI-IW (base 2016=100).
- Revision Frequency: Twice a year – 1st April and 1st October.
