KBK & Coastal Rotation Norms
- KBK to Coastal: Officers posted in KBK areas, Gajapati, Kandhamal, Sundargarh will be posted to coastal districts after 5 years of service.
- Coastal to KBK: Officers in coastal districts will be posted to KBK areas after 10 years of service.
- Leave periods are excluded from this calculation.
Key Policy Guidelines (OCS & OSCS)
- Transfer Window: General transfer considered during 15th April - 15th June. Transfers outside this period require higher authority approval.
- DRCS: No home district posting. Max 3 years in a particular district.
- ARCS/AAGCS: No home district posting. Max 6 years in a particular district.
- SARCS/SAAGCS: No home district posting. Max 6 years in a particular district.
- SARCS/SAAGCS Exigency: If posted in home district due to exigency, cannot work in home Sub-Division/Block. Max 3 years in Sub-Division, 6 years in District.
- ICS/ACS: No home district posting. If posted in home district, cannot work in home Block. Max 6 years in a district.
- RMC Secretary: ICS/SARCS shall not continue for more than 5 years as Secretary of R.M.C in total service period.
- Pre-Retirement: Officers may be posted to home districts 2 years before retirement relaxing standard restrictions.
- Min Service: Officers not to be transferred if service period is less than 1 year (except admin/medical grounds).
- Total Cap: No officer allowed to work in a particular district for >10 years in entire service.
- Rotation Policy: As detailed in the KBK/Coastal rotation norms above.
- Spouse Posting: Husband and wife (both Govt employees) posted to same/nearest station (except home Block/District) where feasible.
- Relaxation: Principles may be relaxed in public interest, administrative grounds, or hard cases with recorded reasons.
- PWD Cases: Considered based on certification by State Medical Board.
- Early Transfer: Authorities can transfer earlier if deemed necessary in public interest despite stipulated periods.
- Relief Order: Controlling authority must relieve within 7 days of receipt and indicate the officer taking over charge.
- High Power Committee: For Group-A/B transfers before 1 year or retention after 6 years, proposal placed before committee consisting of Chief Secretary, D.C/A.P.C, and Secretary.
- Book Circular: All norms of Book Circular No.42 must be followed scrupulously.
- Precedence: In case of contradiction with Book Circular No.42 or others, these new guidelines will prevail.
